Congress member Notie112 requested the following debate be semi restarted from a previous debate he opened.
Topic: Changes on chairman position.

Text:
Instead of every citizen being able to apply for the position of Chairman of Congress, return to the situation in which only Members of Congress can be Chairman of Congress.
Reasoning:
The option for every citizen to apply was introduced back when the Chairman of Congress-position was merely a Forum mask. In an attempt to open up the forum positions more to outsiders, this change was introduced. Now with a serious Chairman of Congress in-game, we should once again restore the intended position of main representative of Congress, and therefore a Congress Member. This has practical reasons too, as a Chairman of Congress as CM has actual voting power, is included in internal Congress Groups and has the right to open posts on the National Feed.

why does a chairman need voting power?
chairman is already in all congress debates.
posting on feed is helpful however he could request a cm or for example moha to do it for him.
Not necessarily voting - power - but the ability to start votes would be very helpful as shown in the other debate on "debating procedures". A non-CM CoC can't do that on its own (or its contradicting some laws at the very best).
If Congress is able to select independent and unbiased Chairmans, who are neutral in their position, who are transparent, who do not favour or promote their own ideas instead of working for the entire Congress, and who do not neglect ordinary citizens, just because they are not part of elite Congress club... why not. But that requires other legal guarantees, which are not really part of this proposal.
Plus, I would kinda agree with odan that Chairman needing to have voting power is not necessary - in fact, he might be even better without it, to avoid problems mentioned above.
4. If no vote on the topic has been started after 168 hours, and 48 hours have passed since the last comment, the (Deputy) Chairman of Congress may choose to close the debate.
