Forewords
WangxiaoyaII is running for the April 2010 presidency of eChina. Now there is his political programme giving priority to the domestic development to accumulate the strength for eChina, based on defending the current territory of eChina.

Economy
Therefore, first of all, there shall be the management of the People's Bank of China (the central bank of eChina). Before my running for presidency, I have been serving the PBoC for 3 months, and during this period, the exchange rate was in stabilization at 1CNY : 0.02Gold only except for some tragedy days after the Liaoning's falling into enemy's hands. So the PBoC shall continue to persue the existing policy consequently that the first shall be stabling the exchange rate, and profiting by selling CNY be the second. And it shall post offers on both sides if necessary when the difference between two exchange rates being too large.

And the second is the development of the domestic economy. As we citizens of eChina known, the health care reform has given us with a opportunity to recovery our economic, meanwhile there are 35 new companies established pushing by the National Economic Activation Programme (NEAP), and in a way the economy has recovered from the previous depression to a certain degree, thereby the national treasury has been enriched gradually.

However, I will not launch new NEAPs blindly because of the limited domestic population that there are no more workers to accept offers of employment from new companies. And I will adjust the policy corresponding to reality based on investigation and survey of domestic economy, including the salary, employment and stock which is proved good accordance to judge the domestic economical situation.

Similarly, I set the GDP goal increasing 1% due to its depending on the number of companies establishing and upgrading this month.

Welfare and Education
The growth of our babies has been changed since the health care reform by headless chicken. However, the welcoming message of eChina and quite a lot of tutorials have not been updated in time, thus, it shall be the keynote of the Ministry of SinoEducation next month: compiling the teaching materials freshly so that the babies are able to live healthily using the comparatively restricted incomes.

It just is the first step to teach our babies how to survive, actually the integration of our babies to the community shall be our final goal. Reading newspapers, participating in government and political affairs, joining the army and doing pioneering work are all helpful to increase their interest in eChina, thus, I shall urges my fellow MoSE staffs to educate our babies in these aspects. Meanwhile, I also desires all parties to enhance the education of there new party members.

And there will be improvements in the management of welfare companies stated below:
1.A certain number of strategic goods shall be reserved in need of strategic demands, including moving tickets, weapons and gifts;
2.It shall not bring down the price on those industries which are in depression;
3.Conversion shall be made in accordance with the market demand and its reservation;
4.The sale of goods will be under discussion of congress and cabinet as far as possible.

Besides, the budget of welfare companies shall be made on the beginning of this month. The policy has been well carried out last month, thereby I will keep it this month.

On the growth of population, in consideration of the decrease of previous babyboom, I set the goal of growing the population by 1%.

Milltary and Foreign Affairs
When I am devoted in writing this political programme, The Samurai, the present incumbent of the president announced a shocking message that eSpain and ePoland has been conspiring to cooperate with Phoneix, betraying eUSA away even destroying it (Maybe eChina together?)

Such a message made me know the cruelty of diplomacy further, the mutual suspicion and deception between countries hardened the foreign affairs of eChina. We shall survey our "allies" further to find which countries is worth eChina to cooperate more further shoulder to shoulder so as to protect the state interest and the security of our territory.

In these countries, the Member States of SOL and Brolliance, which have been selflessly supporting and cooperating with eChina, can be our reliable friends. We shall promote the friendship with them, and, meanwhile I shall urge the congress to discuss further on the possibilities of joining the Brolliance.

Furthermore, due to the uncertainty of the EDEN countries, the security of eChina has been threatened, hence eChina will sign more MPPs in order to secure ourselves. At the same time, we will keep contact with the EDEN countries to comprehend the real meaning of them.

On the aspect of territory, I set the goal next month with keeping current regions due to the changes of diplomacy situation.

On the aspect of national defense and the construction of eChinese army, I shall urges the Ministry of SinoDefense to implement the delayed army development, besides, I shall establish the Headquarters of the General Staff, implement the recruits drilling programme and the military budget regulations.

1. Classification on the China National Defense Army:
Elite Mobile Corps: Recruit the soldiers with high strength, most activity and having the ability to take part in the overseas military operations. The degree of activity will be the most important standard of joining this army. Specialized officers is in need of managing this force.
Domestic Defense Army: It will be the main part of the CNDA with ordinary activity and the ability to hold fire in order to ensure the security of eChina. During overseas military operations there are no mandatory orders, just on a voluntary basis.
Reverse and Militia: There are no requirements for them in firepower and activity. However, I will use the experience of the forces of NewSMTH, enrolling recruits to encourage them promoting to Colonel as soon as possible, boosting their battle effectiveness rapidly as well as increasing their intrest in eRepublik.

Information Transparency:
Continues the previous works of eChina Military Statistics and eChina Report in the pass 2 months, publishes the daily information and battle statistics of eChina.
The Ministry of Economy will publish economy information irregularly scheduled to guide citizens with economy acts.
Publishes the works of government on a regular basis, and declassifys the classified national military operations after exceeding the time limit.

Others:
Specifies the use of national organizations, and creates new national organizations and newspapers when necessary.
