Need a leader from each division in eIndia

There are around 100 active citizens in eIndia but the political and military information does not reach all those.
I want 4 leaders one from each division who can create a thread for their respective divisions. The leaders' role will be similar to a party president. Their task is take strategic decisions to win battles and to make their division players actively involved in wars. They will be in direct touch with country leaders and congress members.

Well, for Division 1, I can make threads and deliver information to people. But, I am not so good in the military module.. Therefore, I won't be able to take important strategic decisions.. If u want, make someone else the strategic leader, and I'll convey all his orders to the active fighters in my division and try to make them active..
Most imp initiative, to solve the coordination issues.

I remember those days when I was new and Lysander asked regimental captains to form regiments thread...
They were useful, good initiative witty but a single person? It might burn him out..

R we going to have any serious fight in near future? If yes, good as I have not seen we have fought any serious war at least in last one year. We give up immediately even before war starts.
