France to join Phoenix

In the latest French govt article the President of France says:

"The first ten days at the head of the country have been fairly intense but did not necessarily produce visible results: meetings with our allies, that had to be set out, and many of them are obviously not finalized yet (I think of the proposed referendum on PHOENIX is in preparation)...I want to thank our allies who were present at our various requests for meetings."

I talked to a French minister about it and from what I gathered they will hold the referendum by the end of the month. Apparently the French President's mission is for France to join Phoenix by the end of her presidential term.
