Interpretation:
I do think population, economy ,... in erep follows a Gaussian distribution(aka Normal distribution). That implies that, for example, if our mean level is 21 (nationwide eUK), and we take a standard deviation of 16, we got that 0.0011 of our population is above level 70, that is, 0.0011 *2000 =2.2.
I think it's a fair approach and it can be translated to others e-nations.

you may use avie's data in egov to do a proper distribution of lvl in all countries
btw, the distribution of levels is not normal at all...

avie only counts fighters, why do you say it's not normal ? yes it is, it's a gauss bell, with the mass of players centered around the mean 21 and then a bit of level 60+ and the same amount of level 10+ or less.

Collect the data, draw a histogram, perform some normality tests and you'll have a proof. I'm too lazy to do that, especially that I already know the answer.
