Brazil Nearing Bankruptcy?

According to a shout by citizen Monica d'Arc (on day 672, 14:23 eRepublik time), "the budget of your country [Brazil] has reached a low level and cannot support anymore the citizen fee of the next 500 new citizens in your country."
With Spain recently having declared a resistance war in Brazil-occupied Andalucia, might this be the time to take further advantage of the situation? It certainly merits some investigation. If anyone has any further information on this subject, feel free to PM me or to share what you know in the comments section.

The only colonial holdings Brazil has are in South Africa and SA is contractualy obligated to return any that weren't agreed upon prior to their release. So not much you can take advantage of.
That kind of thing always happens when Congress donates too much money to the national bank. Brazil needs 3500 BRL in the country accounts to avoid that message. Recent donation activity:
Day 671: Do you agree to transfer 85000 BRL from the country accounts to Controle Nacional? (ACCEPTED) http://www.erepublik.com/en/Brazil/law/14548" target="_blank">http://www.erepublik.com/en/Brazil/law/1[..]4548
Day 672: Do you agree to transfer 3385 BRL from the country accounts to Controle Nacional? (Now voting, 19:1 in favor) http://www.erepublik.com/en/Brazil/law/14643" target="_blank">http://www.erepublik.com/en/Brazil/law/1[..]4643
Anyway, that annoying message is the result of pulling money out of the country accounts just a little too quickly.
