Approximately three hours ago, PM William Duncan opened a proposal for a Q4 hospital to be bought and placed in Nova Scotia. The price? A dollar short of 4000.00 CAD. While hospitals play a crucial role in Canada’s well-being and the advancement of its citizens, purchasing anything short of a Q5 is an ineffective use of money.

As pretty much everyone knows, you gain 10 wellness points per quality level of hospital. So: Q1 gives +10, Q2 gives +20 and so forth. Unfortunately, this approach is not a good one. As you know, each level you reach beginning with 16, you obtain five gold. With this gold, you can serve and protect your country by buying weapons with which to defend it, wellness packs, gifts to exchange with your fellow soldiers and better food to have higher wellness to fight longer.
What does this have to do with the Q4 hospital? Compared to when you heal at a Q5, you are being short-changed by 10 wellness points, which amounts to a fight in a battle, which is worth two experience points. In other words, by going to a Q4 rather than a Q5, you handicap your ability to gain experience points, and therefore the speed at which you level up and therefore you have less gold to help your country in wartime.
With citizens knowing this (or who now know it after reading this article), why would anyone move to a region with a Q4 hospital when there is already a Q5 in Alberta? In fact, very few would and even then, you’d have to question their reasoning, all else being equal. You could argue: “But hold on, isn’t a Q4 better than nothing?” Sadly, no. Because virtually no one would move to a region with a Q4 over one with a Q5 (all else being equal), which in turn would mean the Q4 would go largely unused.
Therefore, spending money on a Q4 is wasteful, even if per quality level, the price is cheaper when compared to a Q5. You can train in the army wherever you are in Canada, you can work in any Canadian region no matter where you live (i.e. work in BC but live in Newfoundland) so there is little else to distinguish regions from one another. The only thing that is a big determining factor of where you choose to live is the hospital, since you have to be in that particular region to use it.
Short of Q1 to Q4 hospitals being donated to us or sold to us at a massive discount (i.e. a price like 100 CAD), purchasing anything other than a Q5 hospital is a giant waste.
The congressional vote currently stands at 12-7 in favour of buying the hospital. If you feel as I do, oppose it! Get in touch with your congressmen and women and urge them to refuse the proposal.

When Private citizens are willing to fund a Q4, I say: Go for it.

@ TaiwanPanda: Yeah, I'm aware of your generous contribution to Canada. It can be a touchy subject precisely because of donations: as in "you don't have a right to complain when something is donated to you". But the issue is not so much that the government is spending money on less-than-Q5 hospitals.
The issue is also without people who spend their money for Canada on less-than-Q5 hospitals. While their (and your) generosity should be applauded for certain, the fact remains that the money spent still could have been better utilized.
For instance, if someone is willing to put up a large amount of money but doesn't have enough for a Q5 hospital, partner with someone else or the government to be able to afford a Q5.
I'll repeat it because it's very important to me that people such as yourself who make huge donations to Canada don't feel unappreciate😛 thank you on behalf on all Canadians.
However, I simply feel that buying anything less than a Q5 hospital is not efficiently utilizing the resources which you are willing to give to the country.

Its an ability to offer choice. There is a choice with 2 Q4 hospitals in place, Canadians are not forced to stay with in a Q5 province in order to still make advancedment. People will move to Q4's just because they have a choice! This will be a benefit come Congress elections as we will hopefully see fewer and fewer congress men voted in by they're single vote. Meaning a true voice of the people can be heard and seats not being gained by stratigic placement of pary members and instead by the choice of the people. Amongsty other things
Not to mention the fact this is being proposed in a Province with like, only 100 people, most who aren't active.
Yet new eCanadians continue to set themselves up to live in non-hospital regions, especially Ontario -- I can only assume that having any hospital in any region means there's a greater % change that new citizens will persevere though the critical first stage as a new eCanadian and will continue playing rather than abandon the game after a week or so due to their low wellness level

Bad PM decision...
To clear up confusion, nea milosu fronted the gold to cover the printing cost of the CAD required to purchase this hospital. He then asked Congress to hold a vote as to where to place the hospital, NS won out. This is the same thing that TP did for BC, only congress voted on where to put it, and we actually got this one about 8g worth of printing costs cheaper.
@Chamrajnagar: Speaking for myself (and similar to what I was saying to TaiwanPanda earlier) I'm very grateful for people like him and nea molisu for donating great amounts of money for Canada's benefit. If anything is to be retained from all this, it's that fact.
And while I don't have a right to tell him what to do with it (obviously), I can nevertheless express that I think it is mis-spent or ineffectively spent. And I can attempt to convince others of my viewpoint hopefully to avoid a similar situation in the future. It really has to be Q5 or nothing.

I voted no to this q4 placement in the most recent vote, i was lead to believe the entire cost was donated but only the money printing cost was donated. I feel if we are just going to print the money to purchase a hospital we may as well make it a q5!

I don't see a reason to have any hospitals aside from those in fortress regions.
A Q5 in all overseas border areas and publicly funded Q4 in the rest.
In NB we could put in a Q4 hospital for 56 CAD a person.
Q4 isn't useless, there was a time when eCan aspired to get a Q4, get a grip people, its 40 when in battle, one fight (yep one fight) less than a Q5.
It would be ridiculous for us to slap Q5 in everywhere, we don't have the army to merit such a thing, and in my opinion the army should be above petty regional squabbles.
We have two Q5's and considering we didn't exist not so long back I would say that is an achievement.
so let me get this straight, you printed 4000 cad to buy a q4 hospital for 114 people? about 2.4% of our population
1. dont you think placing it in Ontario would have made alot more sense almost 20% of our population lives there.
2. if you print CAD every time you want something, your effectivaly devaluing the CAD, yes 4000 CAD may be relativly low but it adds up over time.
i must say, this was a total waste. i wonder why nova scotia got the hospital and not ontario, how does giving a q4 hospital to just over 100 people help us more then giving it to the over 900 that live in ontario, who the hell in congress or whatever voted to put it in NS.
