[eNL] Division of Assets During the Union

I. Preamble
We, the government of eBelgium, headed by the Prime Minister, elynea, hereby declare our starting positions and solutions for the negotiations regarding the Division of Assets during the Union of eBelgium and eNetherlands. We are also open for further negotiations thus all of our conditions, terms, pleas, and recommendations are all negotiable.
We, the government of eBelgium, also appoint Manong Rizal, advisor and confidant to the Prime Minister, and Romper, representative of the Free Belgium Party, as negotiators to carry our statement and negotiate with the government of the eNetherlands in reaching an agreement of diplomatic and lucrative terms.
We, the government, humbly ask for the representatives of the government of the eNetherlands to continue negotiations if any of our terms are disagreeable to the nation's governing body.
II. Terms
As agreed upon by former governments, by rightful kindness, by good virtue, and with the abolishment of the union of eBelgium and eNetherlands that started on April 2009 and ended on January 2010, we, the government of eBelgium, humbly request the division of assets of the former eUnited Netherlands.
Thus we present our terms and solutions.
a. We request a full 50% division of the 33,000 BEF and any other monetary account that may apply. We also request a full 50% division in acquisition and rights for all the companies that may apply. Any companies in our possession will be kept by us, but we, the government of eBelgium, will compensate the government of eNetherlands by paying half of the companies' worth (25 gold for the two companies in our possession) thus eNetherlands will also compensate the government of eBelgium by paying us half of the companies (that may apply) in their possession's worth. And due to the unreasonable behavior that our former representatives of the past negotiations presented, we are also more than willing to pay an additional fee of 25 gold.
OR
b. We return the two Q1 companies in our possession but receive the full 50% of the 33,000 BEF and any other monetary account that may apply and also the full 50% division of the remaining companies' worth that may apply. We are also, still, more than willing to pay the additional fee of 25 gold due to the unreasonable behavior that our former representatives of the past negotiations presented.
III. Estimation of Subjective Assets During the Union
These are the estimated assets according to information from Apotygma, former Minister of State Companies. Some of the information may be incomplete thus we ask the representatives of eNetherlands to share their input.

IV. Conclusion
We sincerely apologize for the unreasonable behavior that our government presented during the past negotiations. However, we assure you that the behavior were all due to miscommunication and a few misunderstandings here and there. We hope that the government of eNetherlands remember the kindness they showed us before and the friendship between our two nations that remained for so long.
If and only if the government of eNetherlands agree upon either one of the terms above, we will then discuss how to continue a safe and diplomatic transaction which includes the listing of all existing and tangible assets.
If and only if the government of eNetherlands do NOT agree upon either one of the terms, we hope that they will still continue the negotiations for we are MORE than willing to amend our terms.
With this, we conclude our first official statement regarding the division of assets during the union of eBelgium and eNetherlands.

you use the wrong figures, union ended in january 2010 and you use figures of march 2010.

I mean from what I was told was that when belgium joined the eUNL your country consisted of only around 300 people.
Also when you joined I believe many of the assets you mention in III were already owned by the eUNL.
Furthermore the Bef that we recieved were exchanged for NLG. If you want your BEF we want our NLG back plus the costs for printing the additional NLG.
I also find it laughable really that you forget to mention assets spent by the eUNL during the union.(ie. two Q5 hospitals in belgium worth 600g)
Finally I don't see anywhere in the arguments that we payed for 50% of the raws for your training companeis while you were rebuilding belgium because there was no cash.
I think we owe eBE nothing to be honest... says the person incharge of the state run companeis for over 5 months

Where will this discussion take place? I would like it in a place where all concerned citizens can follow to the extent they want to.
Glad the conversation is taking place - beats the hell out of bullets.
It will be held in public through the articles. NL congress will now consider this proposal and vote on it, as agreed.
Then they will either accept it or come with counter proposal.
It is not a simple task but at least we are talking in a friendly manner. I think this is a big step forward.

Clearly there is a certain lack of information on both sides. That is why this talks are transparent so everyone can have a say. If you have a reason to believe Belgium owes you money, please contact your congressman and make sure he includes it in the possible counter proposal. Thank You.

No need for harsh tones, let's discuss this issue as civilized people and close neighbours.
1st of all may I point out that this statement is very negotiable and is out starting point of the negotiations. There were no formal negotiations that happened and 24 hours ago, we were told that the deal was over and since we "stole the two companies" eNL should keep "the rest of the money".
Thus, we kindly talked with your Prime Minister and convinced him to re-open the negotiations for there might have been some misunderstandings. He did, he gave us 24 hours to write a statement, and with respect to transparency, we decided and told him that it will be held publicly and be let known to all the citizens.
We were asked to submit/publish a proposal today before 16:00 erepublik time, we did. We expect that the Congress of eUNL will vote on our proposal(s). If they find our proposals unacceptable, we expect the government and representatives of eUNL to publish a counter-proposal. We will then submit it to our Congress if they find it agreeable, if not, we will work once again to make the terms more agreeable to both sides.
I believe negotiations usually work that way. We, however, are very thankful, that eNetherlands' representatives informed us of the monetary and corporeal accounts that were present and the issue of the division of assets. We acknowledge the fault and blame of miscommunication and the negligence showed. We truly apologize from the depths of our hearts and humbly ask for personal pardon.
However, this is not a declaration of war as epix and some others may surmise. This is however, a declaration of diplomacy in prolonging the friendship and brotherhood of eBelgium and eNetherlands.
Also, I think it's your turn now to create a negotiating team and present us your thoughts. We are very willing, if I must say again, we are very willing and more than very willing to amend our terms.

I like how you first talk about 2 companies and 50% of 33K BEF, and then use figures of money you weren't even involved in(march) to imply you want nearly a 1000 gold's worth.

I think indeed that discussion may be needed, especialy because you have great expectations of the division of assets. Furthermore I think it would be better to keep the discussion in English[😉 Darkcloud].
In my opinion we have no obligation to pay eBelgium anything. Next to that I think it would be unwise to financially help a country with goverment officials of a country of an other military affiliation(American Congressmembers). Therefore a compromise will probably never be reached.

I've always been a strong opponent of a eUNL invasion into Belgium, because of the good relations within the Former eUNL. But the more I read the articles coming from the Belgium side.........

Mitch, Refl3x and others, let's not judge a whole nation based upon the actions of one individual - don't forget that the money that would be returned to eBelgium wouldn't go to the pockets of that person or to the pockets of the eBelgian government, but would be beneficient for the whole population of eBelgium instead, which could use any break it could get during its first difficult developing period.
Furthermore, I would like to point out that "stealing" is a very strong and coloured formulation, not very objective or honest at all and doesn't help the calm discussion of the matter. The way I perceived the situation (and I have every reason to not doubt Runs' integrity), was that Runs (nor the eBelgian government as an entity) didn't steal the companies, his action should rather be defined as "occupying" or "blocking", similar to what people on strike do when they need to make their point come across.

Aldous: Can you please stop trying to talk us into thinking stealing is good? I can remember myself getting kicked out of UNL for 6 months for stealing, where were all these fine fellows with their opinions aboutstealing?
I never said I condone stealing, I only expressed my doubt about the interpretation that Runs' conduct should be defined as such. I think there are very few similarities between your case and this one, and the phraseology "own pocket" would play an important role in the distinction of the two situations.
Defination of stealing: In criminal law, theft is the illegal taking of another person's property without that person's freely-given consent.
Those two companies were our property and they were taking away without our permission so that is...
By the belgium still holds these two companies and wants to talk civilized?
For your information of all : Runs has left the government, if I was president I would have kicked him out for doing this action without consulting the congress or the rest of the government. He may have consulted Eleyna, and not even sure of that.
Secondly, giving the companies back is now out of the question as you changed the passwords of Surlet so we can't access it anymore whatever we wanted to do.
If it helped, I would have done it a long time ago but we can't as you are impeaching us from doing it.
Secondly there is no need to be harsh or start insulting. The question Garm asked are good questions and we will definitly talk about this during the negociations, but as you understand only a few people hold this information.
I do believe Runs is an *** because he also took out money out of the state companies to run a private initiative without consulting the congress/government or whatever. He is indeed not to be trusted (sorry Eleyna but that is what I think).
And, the problem is that without the president or congress taking action we cannot ban someone like eUNL did with Frerk. Eleyna is protecting Runs (more or less) and congress is lame from our side and doesn't do much.

@ Frerk, Yes you are back now and it was easy to "kick you out" because you were merely one person. But half a Union is at stake here, you don't cease cooperation because one fellow stole something that I am sure of not the entire of Belgium condoned.
Fact is Frerk, you're here with us today in cooperation, and that's what should happen with Belgium. We should cooperate, and there is no need for several weeks of so called "punishment" what we're doing now, that is of no benefit to either parties.

I been reading trow the stuff a bit, and i find it all a bit strange.
First off you cant start calculting wich part of money is "yours" when you use the numbers of a date way past the split.
secondly, from all i know and heard the union in first place was for most part funded by the than NL gouverment, so based on that i dont think NL owns belguim anything.
third unoin got broken up cause invasions when belguim got set free belguim decided where independet now with out any realy talks, if you declare your own indepence with out talks you cant go affterwards expect to be getting any money.
Im not in the gouverment and im not fully aware of all thats been going on, but i clearly like sevral others here doubt NL owns belguim anything and im sure this matter wont end up improveing relatsions at all. And as some say if its true that NL gouverment tried to have talks befor but got ignored than in my oppion Belguim lost any rights to make claims now, you broke of from union with out talks, than twice got approced for talks and got ignored and now all of a suden the thing you want to talk about is what we own you?

Just to clarify something. 2 companies in question were privately donated to the Union, so when Union split, it would be logical to give one to each nation, right?
So should we say that 1 was stolen by NL until Runs took both? Well we are NOT saying that. Belgium negotiation team believes that there was no proper division of properties and we are determined to do this negotiations in proper and TRANSPARENT way, so there is no doubt left and no fingers pointed when we reach an agreement. That is why it is important to try and keep the tensions down.
Let us not throw accusations here. Runs acted in good faith but it was a wrong thing to do. Those 2 companies are as it turns out, a small percentage of property accumulated during the Union. So let us continue the process, rather then start accusations.
However Mitch Rapp, you and I both know that now Frerk is back in the eNL we're better off, and both eBelgium and eNetherlands will be better off in cooperation.
I seriously doubt if anyone in the eUNL feels like dividing anything.

In my books Belgium was forced to split by a PTO of foreign and hostile states. Many of Belgiums officials show clear indications of a non-belgian background (Hi! Romper! Hi!)
To be frank, until I have the feeling Belgium is in the hands of it's actual people and not partially owned by Spanish, Polish or other scum I have to view it as a hostile state.
Sort our your goverment, then we can talk about who owns what.
