much has been achieved in the last few weeks. Three elections have passed, and no harm has been done to the country. Even better, we have a thriving economy and an encouraging tax scheme. The latter shows that the congress is effective, even though the forum activity of congress members is still low. Of course we could not achieve everything in but a few weeks.

One of the open topics is establishing a constitution. While there has been significant activity and even a first voting, the efforts seem to have weakened lately. I want to give this topic a new push.



Old as I am, I feel that my end is near, and I want to leave something beneficial. This is why I have now decided to give it one more try and to give New Zealand an additional motivation by offering to donate 100 gold to the Reserve Bank of eNew Zealand as soon as a constitution is in place. It's not a kingdom, but it's the biggest part of my liquid assets. I will happily donate it for this cause.



Now, what counts as a constitution? My criteria are:

* The constitution defines the official language(s) of New Zealand.
* The constitution defines who shall have access to the Reserve Bank of eNew Zealand.
* The constitution defines a procedure for determining eligible candidates for congress elections.
* The constitution defines a procedure for determining eligible candidates for county president elections.
* The constitution is accepted by the people at >50% in a referendum (=forum voting). There is no quorum rule, but the referendum shall be accessible to all citizens (who registered for the forum, of course) for at least 3 days.

Critics are saying that most points are not enforceable in eRep. This is true. No constitution will help against a massive PTO attack. We can only save our national treasury then, and only if the key to the Reserve Bank is in good hands. However, a constitution may help against lesser PTO attacks, and it serves well when arguing with people who are claiming that they are no PTOers. To sum up, the constitution will not solve every problem, but it can help, and ... having a constitution does not do harm to the country!

I would really like to see this completed before the next congress elections.
