much has been achieved in the last few weeks. Three elections have passed, and no harm has been done to the country. Even better, we have a thriving economy and an encouraging tax scheme. The latter shows that the congress is effective, even though the forum activity of congress members is still low. Of course we could not achieve everything in but a few weeks.
One of the open topics is establishing a constitution. While there has been significant activity and even a first voting, the efforts seem to have weakened lately. I want to give this topic a new push.
Old as I am, I feel that my end is near, and I want to leave something beneficial. This is why I have now decided to give it one more try and to give New Zealand an additional motivation by offering to donate 100 gold to the Reserve Bank of eNew Zealand as soon as a constitution is in place. It's not a kingdom, but it's the biggest part of my liquid assets. I will happily donate it for this cause.
Now, what counts as a constitution? My criteria are:
* The constitution defines the official language(s) of New Zealand.
* The constitution defines who shall have access to the Reserve Bank of eNew Zealand.
* The constitution defines a procedure for determining eligible candidates for congress elections.
* The constitution defines a procedure for determining eligible candidates for county president elections.
* The constitution is accepted by the people at >50% in a referendum (=forum voting). There is no quorum rule, but the referendum shall be accessible to all citizens (who registered for the forum, of course) for at least 3 days.
Critics are saying that most points are not enforceable in eRep. This is true. No constitution will help against a massive PTO attack. We can only save our national treasury then, and only if the key to the Reserve Bank is in good hands. However, a constitution may help against lesser PTO attacks, and it serves well when arguing with people who are claiming that they are no PTOers. To sum up, the constitution will not solve every problem, but it can help, and ... having a constitution does not do harm to the country!
I would really like to see this completed before the next congress elections.

The constitution won't do anything. It won't help against "lesser PTO attacks", since anyone that would be trying to do such a thing would be too discreet to be caught.
Also, the part about "arguing with people who are claiming that they are no PTOers" is a bit confusing. Are you saying that we will put in the constitution what a PTO is?
Then what will happen? Will you call them a PTOer? Wouldn't they still argue with you even if you quoted from the constitution? After all, there is no way to write a constitution that isn't open to interpretation and doesn't have any loopholes.
It's a waste of time, in my opinion, to create a document that won't be followed by anyone but those that wouldn't harm the country in the first place.

I understand your reasons for wanting a constitution Thingol, but i kinda agree with Adam, in that i don't really see it helping us all that much, but i don't see it hurting either.

You can't just bribe the government to get what you want, Thingol. That's highly unethical, not to mention downright childish.
A document built on such immoral actions is destined to fail.

I want to do something useful for the country. Tell me which harm a constitution would do. I do not see any harm, and as such my offer is not unethical. Childish - maybe yes. After all, we are playing a game here. : -)
Why are you so desperate to get the constitution into law that you would offer 100 gold? You can say it is to "motivate", but you don't offer monetary compensation to "motivate", you offer it to force its way into law.
Also, not all games are childish. I'd thank you for not intoning that.
