You still need a QQ group for translations
But other than that, fantastic job! You're one of the most effective MoFA's I've seen in the game.
Even getting a translation bureau started is completely unprecedented, so it would obviously take a while to get it fully mobilized. Like all things, this takes a while to figure out.

I just want to say, that with the increasing power of chinese nation, in some months will be every country who will work for setting up their own translators bureau to understand China.
