[MoC] live update from the congress election Aug/Sep 2013

I promised you all a live update and here it is. The parties will be listed in alphabetical order.
The parties will be with bigger type.
Beside the party name you will be able to see how many votes the party has got and how much it is in percentage, you will also be able to see possible restrictions to the party(if it has too many votes in percentage).
Below the party name you will be able to see the candidates in the right order of priority and if the candidate will get a seat if this result holds until 9:00 cet at the 26th of August. In the bottom you will see the total amount of votes in the congress election.
