Hey all, this is going to be a brief opinion article regarding some congressional matters. I was about to sign off for the night after initiating the Empress Day Voting as MoCH (see here), but there is something else I really have to say here.

The above link goes to a forum vote regarding raising the VAT here in Japan from 20% to 25% on weapons. I have two things to say about this vote.
1. It is completely useless and a waste of time on the forums.
There was absolutely no purpose to holding this vote on the forums. I say this because a congress member should have just used the in-game voting system to initiate a direct vote on the matter, given a forum vote would do nothing to actually execute this legislation (another in-game vote would be required), requisite discussion was already completed on the issue here and congress agreed to bring the proposal to a vote. This is a waste of time on the behalf of congress members and the voting administrator, the speaker. A congress member should start an in-game vote on this matter ASAP.
2. Where is congress?
Additionally, only 6 members (plus 2 after the voting deadline passed now) of our 39 member congress (plus the president) actually bothered to cast their vote on this issue. This clearly reflects on the participation level in congress this month. Congress members, I ask you, if you were voted in this month, please participate in congressional proceedings!

Well, I can understand why vote was held on the forums. A congress member can only propose 2 proposals per month - holding a vote on the forums avoids a waste of proposal ingame if it gets rejected.
However, this is belied by an inactive congress, which might actually make an ingame proposal necessary.
In the forum, you can discuss your proposal before making the final decision, this isnt what you can do in game. This help to avoid having rouge proposal accidentally passed because no one is paying attention.

There was discussion already, I said that and even referenced it above.
But yeah at any rate I guess the use of a proposal is a valid objection--thing is though I'm pretty sure somebody would be willing to use one given there are 39 congress members right now, or 78 proposals to be used and only a fraction of them are ever even utilized. The rate proposals go through congress, from my experience, tends to be less than 1/day.
I was going to vote today actually as it took me some time to read that discussion, but I agree if the vote can be brought in-game then just set up a [VOTE] thread in congress but only with the link to the in-game vote and congress can post what they voted for if they wish.

This article is QQ and butt hurted...lol Alfred Ball, how could I possibly be taking this personally? This is more commentary on some bureaucracy that I have good reason to find absurd and completely worthless (along with a general reminder to congress members to do their job). I'm just trying to keep the government on its toes right now.
A-B -- as hard a worker as he is, sometimes the silliest things fall out of his mouth. It kinda detracts from his overall image. That is just my opinion, but a bit of constraint and a bit more decorum would serve you very well, Alfred...
