Greetings, citizens of Netherlands,

as the result of the vote of Congress, it is the obligation of the Chairman of Congress to publish our entire Lawbook via in-game article. Due to the length of the Lawbook, this will not be one article, but series of three articles: first article with Constitution, second article with Laws for Congress, Government and Keykeeper, and third article with the Government Programms and the Lawbook Appendix. Links to these articles will be displayed in the description of these newspapers, so they can be easily accessed by our citizens.

Preamble
The Congress of the eNetherlands –
Observing that the citizens of the eNetherlands have of their own free will declared to accept this new legal order, wherein all rights and duties of the citizens of the eNetherlands have been laid down; has decided, in joint deliberation, to lay down the Lawbook of the eNetherlands as further established.

Article 1 – Citizenship of the eNetherlands
1. Anyone with legal in-game eDutch citizenship or Expatriate status is considered a citizen of the eNetherlands.
2. All citizens of the eNetherlands are subject to all laws as laid down in the Lawbook of the eNetherlands.
3. Honorary citizenship, Expatriate status or Foreign resident ship of the eNetherlands can be awarded as laid down in Chapter II, Article 17 of the Lawbook of the eNetherlands.

Article 2 – Official languages of the eNetherlands
1. The official languages of the eNetherlands are Dutch and English.
2. Dutch and English are equal.
3. All laws will be drawn up in Dutch and English.
4. In case of a dispute regarding the interpretation of the texts in the Lawbook of the eNetherlands, the texts of the English version of the Lawbook will be leading.

Article 3 – Congress of the eNetherlands
1. The Congress of the eNetherlands is chosen in-game.
2. The Congress of the eNetherlands writes the laws of the eNetherlands.
3. All state institutions of the eNetherlands are subject to the authority of the Congress of the eNetherlands.
4. Laws have no retroactive power.
5. The rights and powers of the Congress of the eNetherlands have been laid down in Chapter II of the Lawbook of the eNetherlands.

Article 4 – Country President and Government of the eNetherlands
1. The Country President of the eNetherlands is elected in-game.
2. The Country President of the eNetherlands is the head of the Government of the eNetherlands and the supreme commander of the Armed Forces of the eNetherlands. He can't however appoint a new DAF Commander without congressional approval.
3. The Country President of the eNetherlands appoints the other members of the Government of the eNetherlands.
4. The Government of the eNetherlands is responsible for the daily management of the eNetherlands.
5. The rights and powers of the Government of the eNetherlands have been laid down in Chapter III of the Law Book of the Netherlands.

Article 5 – Keykeeper of the eNetherlands
1. The Keykeeper of the eNetherlands is appointed by the government of the eNetherlands, in accordance with the Congress of the eNetherlands, as laid down in Chapter IV of the Lawbook of the Netherlands.
2. The rights and powers of the keykeeper of the eNetherlands have been laid down in Chapter IV of the Lawbook of the eNetherlands.

Article 6 - Dictator of the eNetherlands
1. The Dictator of the eNetherlands is appointed by the Congress of the eNetherlands, as laid down in Chapter VI of the Lawbook of the eNetherlands.
2. The rights and powers of the Dictator of the eNetherlands have been laid down in Chapter VI of the Lawbook of the eNetherlands.

Article 7 – Treasury of the eNetherlands
1. The Treasury of the eNetherlands consists of all currencies, companies, and organizations owned by the eNetherlands.
2. The Treasury of the eNetherlands is owned by all citizens of the eNetherlands. The Treasury is thus owned by all and by none. No single citizen can claim a part of the Treasury.
3. The Treasury of the eNetherlands is managed by the Government of the eNetherlands.

Article 8 – Constitutional amendments
1. Amendments to Chapter I of the Lawbook of the eNetherlands can be passed through either a vote by the Congress of the eNetherlands or a referendum amongst all citizens of the eNetherlands.
2. Amendments made through a vote by the Congress of the eNetherlands follow the rules as laid down in Chapter II, Articles 8 and 9 of the Lawbook of the eNetherlands, with the exception that a constitutional amendment requires 75% of all votes to be cast in favour, and needs to be accepted by the eNetherlands Congress twice, during two subsequent Congress terms, in order to pass.
3. Amendments made through a referendum follow the rules as laid down in Chapter II, Article 16 of the Lawbook of the eNetherlands, with the exception that a constitutional amendment requires 66% of all votes to be cast in favour in order to pass.
4. Once a constitutional amendment has been passed, the Chairman of Congress of the eNetherlands will review Chapter I of the Lawbook of the eNetherlands on issues of grammar, spelling, and consistency.
