As previously outlined - The major theme of my campaign for the presidency is to carry out a re-organization of the government by separating the key ministries from the whims of the monthly electoral cycle and accusation of cronyism.


Establishment of the Ministries

The Civil Services act

Purpose
To establish within the realm of the UK the separate ministries of Finance, Defence and Foreign Affairs.

Procedure
The incumbent ministers Emergy Maxfell (finance), Kravenn or Sir Mic (defence) and Thomas765 (Foreign Affairs) hereafter referred to as The Chancellor of the exchequer, Chief of Staff and Foreign Minister will;

a) Be confirmed in their positions by a majority of votes in the HoC for a maximum term of 3 months.
b) Be allocated (through the act of confirmation) a maximum weekly budget of £5,000 delivered by the exchequer for payroll purposes.
c) Be accepted into HoC sensitive.

Termination of position
The positions may only be vacated by

a) Resignation
b) Term expiration
c) A HoC majority vote

In all cases the vacating minister will designate their own replacement from within their own ministries payroll. If unable to do so then the HoC will accept applications from within the ministry and the new minister will once again be confirmed by a majority vote of the HoC.

Chancellor of the exchequer - Parliamentary Budget Act

Chief of Staff - Armed Forces Act

Foreign Minister - Foreign Affairs Act


The section of the act will be completed for ratification after consultation with the 3 ministers on the composition of the act relating to their department

Building on the previous work of others the Exchequer will have sole control over;

The spending of their wage budget
The setting of tax levels
The final say on allocation of budget lines (after consultation with the CP and other ministries)

They shall also be responsible for the tracking of various prices be they goods, RM's or exchange and shall present a weekly budget report to the HoC.


Armed Forces Act

Using past acts as a guide the Ministry of Defence will be responsible for;

The spending of their wage budget
The upkeep and logistical support of UKAF MU's and assets
The formation and usage of a war room on IRC and the forums for all approved MU leaders and MoD staff.
The setting of battle priorities in consultation with the CP and MoFA


Foreign Affairs Act

The spending of their wage budget
Responsible for the maintenance of MPP's in-line with HoC policy and MoD policy (current pro-one)
Representing the UK abroad
Bringing items of UK interest to the HoC's attention.




The Alfagrem governance model



The key points to highlight are

1. Continuation and stability of governance via the fixed term and in-house promotion rules.
2. The allocation of a wage budget and the freedom to spend it so that each ministry can ‘grow’ it’s own people and produce for us the next ‘ruling class’.
3. No more positions of favour - You either do the job you are being paid for on a consistent basis or you are out of the loop.
4. De-Politicization of the government.
5. Decreases demand on the Presidents time by allocating fixed responsibility outwards.
