Transparent Immigration

The citizenship application for Karlos Marxopoulos is pending. Notwithstanding he is not on the IES approved list, he has been granted citizenship. Similar situation applies in relation to cc1432. What strikes me about these cases is that citizenships were granted by known congressmen from well respected parties. Of course, many further citizenships have been granted by members of the AFA and Shoe People.
IES appears to continue updating its lists of approved, denied and pending citizenship applications. Apparently, IES has no director, the former Chief having advised in an article comment that he had resigned some time ago.
I took a peek at the forum to find the rules about the structure of the IES and the rules for appointment of a new director. I can’t find an actual law. It isn’t in the code or the constitution. I found a passing comment to the effect that it was part of a “by-law” and that the director was to be appointed by the executive followed by confirmation in congress.
Would a knowledgeable player point me in the direction of the written meta game rule which establishes and regulates IES please.
Would a knowledgeable player advise how IES is staffed and maintains an immigration system in the absence of a director.
Would a knowledgeable player advise if there is a desire to increase transparency in this area.

consider shouting this link to reach knowledgeable players for information about IES:

Sounds like a rather deep rabbit hole to go staring into.
All the best getting to the bottom of it, oliver.
Knowledgeable players will clear this up in a moment plug, I have no doubt. Starring into the rabbit hole isn't so bad; diving down is to be avoided.
Sounds like to me that once again the 'loyalist' have dropped the ball, or maybe leaving America without a IES Director is the plan; without guidance how will Congress members know who not to approve. Leaving America without an IES Director is almost treasonous....
As a congressman, you should be ashamed of this comment. There is an IES Director, her name is Blondeninja, if you payed attention to the congressional threads you'd know.
..and you know what, you are absolutely correct; I even voted for Blondeninja.
Seems that I am human after all and completely forgot hat fact, at least I will admit when I have made a mistake; plus the one good thing out of this is now America knows who the IES Director is also....
are these appointments, debates and votes viewable by the public??? 'cause I can't find it on the forum. Nor can I find the law/regulation which actually establishes the service and regulates it. That was the point of this article. I would like to learn about my team and how it operates. If someone can point me in the right direction that would be good. Some thought should be given to greater transparency?
My guess would be that YOU can not see them because those processes are done behind the secrecy of the 'Private Congressional Forum', anyone may see the eUS Constitution ( http://tinyurl.com/cnqovjk ); and it should be here: http://eusaforums.com/forum/index.php/board,17.0.html -along with other Laws and such....
a little odd really, that things such as appointments and congressional debates and votes are not freely viewable by all citizens. I can understand that, rarely, something of great secrecy would remain obscured for a time but this?? I suppose the same is true for the budget? If this is so it makes little sense to me. There can be no accountability nor public consideration of things kept secret. That the public should have no posting privileges in congress I also understand. But basic read access should be available as a matter of course.
Bottom line: I can't have access to even read the regulation/law that sets up IES nor to the debates, discussions surrounding its activities or oversight. Seems to me greater transparency is required.
I'd vote this a hundred times if I could.
Welcome to the monkey house.
