SOLUTION TO OUR CAF ISSUES:
Organization.
"Management of the many is the same as management of the few men: it is merely a question of Organization."

Organization is what makes an army. It turns 100 strangers into a single body that moves, acts, and responds as one.
So how do we organize?
Organize the Platoons into Organizations, then supply the Orgs with a monthly minimum operating budget for emergencies. Then, when the time comes, assign each Platoon Leader Missions with an Objective to accomplish. Finally, provide the resources (CAD) to complete that Mission (more CAD could alawys be granted if needed). The Platoon Leaders can then decide who gets what, how much, and how often, as the Platoon Leaders knows better than anyone else who is who, and how the Platoon can best accomplish its Mission. The biggest advantage, though, is the ability to supply quickly, and reward appropriately.
The Benefits:
1. Economy

CAF members would work for their Platoon company, owned by the Platoon Org, and while at home:
- Produce CAF necessities like Weapons + Iron, Gifts + Diamonds, and Tickets + Oil
- Receive pay from their Platoon company based on length of Service (skill level = time of service)
- Donate materials to the CND and other platoons for stockpiling (emergencies)
Under the Duncan System, the CAF would have stockpiles during Wartime abroad, and constant low-cost production during Peace time at home, or while defending against an invasion. This could save the taxpayers thousands of CAF that could be used for Defense Systems, Hospitals, Health Care or Tax Cuts.
2. Mobility
CAF members would be instantly released from Work when a Move-Out Order is issued.
- Platoon Leaders (PLs), Captains or Generals would Release (Fire) CAF members the moment a Move-Out Order is issued
- PLs would issue Platoon Members the necessary supplies to begin completing the Mission
- being fired would be an instant alert to any CAF member that Orders have been issued, and to check them at once
Under the Duncan System, the CAF would never have to worry about waiting for Resignation or be dependent on Platoon Members being fired at home. While abroad, PLatoon members would be supplied anything they may need from the Organization. (Food, Supplies, Currency).
3. Management

CAF Officers (Platoon Leaders) would be rewarded for economically managing their Platoons, by controlling the left-overs from Mission Budgets and any Platoon Company profits. Platoon Leaders would use Surpluses to reward (i.e., extra supplies) members, stockpile for future missions, &so-on.
- Platoon Leaders (Capt'ns & Lieutenants [LTs]), the General, the MoD, and the PM would have control of the Platoon Organizations via Passwords
- PLs would spend only what is necessary to complete a Mission
- PLs would reward Platoon Members for their services/sacrifices (complements above)
- PLs would provide instant supplies to Platoon Members during emergencies
- PLs would be able effectively manage and organize their Platoons
Under the Duncan System, eCanadians could rest assured knowing that the CAF is an efficient, potent fighting froce capable of out-maneuvering, out-suppling, and out-organizing any enemy.

Forgive me the typos, but consider the substance.
it's a good idea, but I'm not sure it's as easy as it seems to start up. First of all, there's the initial cost, just to start all the orgs, and then enforcing members to work for the CAF company is going to be hard, because the wages will never be as good as a company run for profit.
Initial start-ups would be covered replaced by low cost materials (Weapons, Gifts, Tickets). Moreover, we would be able to issue more Soldiers more supplies = more ranks and more damage.
New Recruits brought into the CAF would develop their skill while serving in the CAF, working for the Platoon Company. Yes, there would be a loss to income, but the benefit to the CAF hugely outweighs that, and the reliability of employment and assurance of being fired in time to serve benefits experience, not too mention more supplies for each Solider.
It has pros and cons, but the pros far outweigh the cons, and it is an improvement and complement to what we already have.

Something else...while abroad, the wages will compensate for the inland monetary sacrifice. In the employers list, I will recommend getting experience in another field while staioned overseas. If you are in manifacturing in canada, I'll push soldiers into construction or land overseas.
I thought about this when we were redesigning everything after the first France conflict, the problem then was we were broke. That really isn't the case now, so I think we can maybe implement something like this. Cheaper in the long run.
This might be doable at least for the regulars, we will still have to keep Q4 companies going for those training to colonel.
You know...someone high in command should call/organize an IRC meeting with as many CAF members as possible. Brainstorm ideas, see what can be donated etc. This is very, very enteresting and exciting news. Nice to see older players such as you Mr Rearden, approving of such plans.

My concerns:
-I don't, by default, approve of paying people who are already being gifted valuable items
-Working for platoon companies/getting lower pay may be an issue (perhaps we can kill two birds with 1 stone and their "pay" could be wrapped up in a competitice working wage?)
-Because of the limitted ORG storage space, the amount of money that each operation costs will vary, and platoons may find themselves with severly insufficient funds or with not enough desired items on market to complete their mission. I forsee the military being at the mercy of the market.
Having monitored the market the last little while and especially since this battle with France began, it is the last concern which is biggest for me. If there are enough platoons to provide the CAF with the vast majority of the iron/weapons, oil/moving tickets and diamonds/gifts that it needs, then that would aleviate this fear, but I don't know if that's a possability.
This looks like a great thing for speed and cohesion, but would require a lot more government involvement in the eLives of soldiers. All in all, cool ideas!!!

Looks great on paper, hope it will work in practice...
We are being very cautious with this, and doing our homework. Limited trial-runs, and prototype models, are being tested now.
I have just read the Art of War a few days ago so I appreciated all the quotes.
