State of play / how to stop pto's (multis)

Hey eAustralia,



Here are some facts for you:
- When i started playing the game Poland had 60 000 people
- When i started playing the other top 4 countries had over 30 000 citizens
- Now Poland has around 10 000 people
- None of the top 5 countries have even close to 20 000 people


What does this mean
Scenario 1: Through a combination of things i.e V2 being introduced as well as admins failing to crack down on multiple account usage and other things a majority of the eWorlds players have left
Scenario 2: A majority of the eWorlds population were multiple accounts and were banned because the admins cracked down on their use.
Scenario 3: The citizens of these countries had been moved to other countries around the world in an attempt for countries from both sides i.e Poland, Indonesia, Hungary, Serbia and Romania to pto smaller countries to control the eWorld.



Through this situations we have seen many great players quit the game with the latest being Xavier Griffin.

Which brings me to my next point how to stop Pto's while there are no viable solutions at current and what I'm going to suggest may sound stupid but it may be the best way to stop multiple accounts. When a new account is made or a player is born they automatically live in a place (that cannot be taken over and is technically not on the map) known as newbie land or admin land (where they work in admin companies and train) and after two weeks they are allowed to apply for citizenship in any country that countries congressmen then either decide to accept or reject the request. If the request is accepted they automatically are moved to that country and if the request is denied they then must choose another country to apply for citizenship in. Side note: these newbie citizen requests would not count towards the regular quota of citizen requests and it would have a quota of 3 per day that could be granted per country.
