Festival of Dolls rules and prizes

As many of you may know, in Japan there is a traditional day on March 3rd, hinamatsuri or the Festival of Dolls. In order to bring more traditional culture to eJapan citizens, we will be celebrating this event in the coming week.
This is festival for girls to draw dolls wearing kimonos that will be voted on by everyone the in the eJapan forums. In an attempt to bring Japanese culture to the citizens of eJapan, the Ministry has also decided to bring Japanese culture to all of eRepublik. Therefore anyone who meets the criteria (must be a female) anywhere in the world may submit for this event and anyone who wants to vote may come to eJapan's forums to come vote and hopefully stay and visit.
To help promote participation and to show that no one who makes an effort should go unrewarded, everyone who enters will be given a gift. Furthermore, the Ministry may give out awards to any individual who attempts to promote this event. Neither of these count against winning a higher award.
Prizes and rules to follow:
Festival of Doll's/Girl's Festival Event Rules
1) Ministry of Culture & Events start accepting entries start March 1st.
2) Only Girls can submit entries for the event.
3) Participation is open to all members of eRepublik regardless of nationality.
4) Ministry of Culture & Events will stop accepting entries at 00:00 March 3rd eRepublik time. Entries may be submitted to the Ministry itself or the Minister via pm ingame (Katsuhiko Jinnai) or in forums (username: Jinnai).
5) Only hand drawn and computer paint program entries are accepted into the event.
6) Anything deemed inappropriate by the Minister of Culture & Events can and will be disqualified.
7) A winner is decided by popular vote on the eJapan forums that anyone can take part in; the vote begins 08:00 March 3rd eRepublik time and will run for 24 hours.
😎Two Awards will be awarded, only the staff of the Ministry of Culture & Events may decide those awards, these awards will NOT be included in the vote for the main winner of the event.
9) Only one theme is acceptable, drawings of dolls in kimonos. The design of the doll and kimono is up to you, but remember anything deemed inappropriate by the Minister of Culture can and will be disqualified.
10) The winner(s) will be announced March 4th at the end of the Holiday's event.
11) The Ministry of Culture and Events reserves the right to amend the rules at any time, for any reason. Notification of such changes shall be posted immediately.

Every Entry: Q1 Gift
Promotion: Will be determined by Ministry. Either Q3-Q4 foods or gifts depending on the effort.

First place: 2 Weeks of Q5 Food
Second place: 2 Weeks of Q4 Food *
Third place: 1 Week of Q3 Food *
Special Ministry Awards: Q4/Q5 Food *
* These awards will depend upon participation levels.

The contest is for the BEST DESIGNED doll that you have created, rule number 5 says what you can use, hand drawn or the computer paint program.
Rule 5 & 9 pretty much tells you what you need to do, the theme and what you can use.
Remember though ONLY GIRLS cant take part in the event, but ANYONE can vote for the winner.
You're not very clear on the limitations of a design. Or if in fact there are not any.
I mean, theoretically, i could draw a death robot, call it a doll, and enter, like this.
The ministry can deny any entry, but won't without a justifiable reason. Just drawing a death robot and calling it a doll may qualify if it doesn't appear to be a doll that wears a kimono.
Basically, if you feel that if you were running this contest and would deny the entry based on your interpretation of the rules then it will probably be denied.
Exactly, a doll is a doll, the only real requirement is that it's wearing an kimono of your OWN DESIGN.
But there are 2 award that can be handed down by the staff of MoC&E, the MOST traditional design and the most Original design, your robotic doll would have a chance in the most Original category.

When you say girls, do you mean those with female citizen accounts in this game, or do you mean people who are actually female in real life?

Sense you can't really know who's actually a girl in this game, yes were going to base it on the bio of the players citizens account, it's easier then asking each entry, plus this is the internet, sometimes you just can't take their word for it.

Wow... hinamatsuri... I wouldn't have remembered... wow it's been so long since I had to learn about this back in high school... Japanese class... lol *sigh*
