You’ve heard about the levels of inactivity in congress. We here are Goodbye Blue Monday were curious to see just how bad things are. In the last week, we’ve seen congress aflame with heated debates over funding, taxes and loan systems, but do these discussions mean that our congressmen are taking the time to log onto the forums? Saskatchewan congressman Kilgore Trout 89 put a roll call before the congressional house so we can all see just who is doing their part in congress and who is slacking.

Just the Numbers
Last month, 40 congress members were voted into the house. One of these individuals faced a ban from the forums so the maximum number of active participants this month is 39. There are, consequently 39 individuals on the eCan forums with the congress member mask which means that everyone at least took the time to get on the forums. However, yesterday, congress member from Saskatchewan and member of the former Norsefire Party Helena Tuikka resigned after proposing an illegal impeachment and declaration of a natural enemy. This means that we have only 38 sitting congress members. How many of these members are actually active?

The Roll Call
The roll call was posted at 2:53 EST (Ontario) on Friday afternoon. The expected response time was 24 hours; all congress members checking in after this time would be deemed present, but late. In order of appearance, the members who are active and signed into the roll call are:

I Can Count, How About You?
So, only 27 people signed in, six of which were late. I should note that those who checked in late were only by a few hours. Still, this is 11 fewer members that should have signed in. This means that only about two-thirds of congress checks the forums and I don’t think it’s any stretch to say that only a handful of them area actually participating in discussions. Now for some public shaming. Who didn’t sign in?

You don't need all 40 congressmen to get things done, you only need a majority of the ones who are active enough to vote in-game.
What is the difference between a congressman not showing up for roll call and a congressman who trolls motions on the eCan forums that try to improve things?
I'll give you a hint, only one of them is actually slowing down congress.

Its fantastic that you answered the roll call first Kilgore, congratulations. Since your the first to answer the roll call bell, you'll certainly be first to answer these burning questions that I have of congress and the CP:
How is the grain region coming along?
How about the rubber region?
How about the salt region?
How about the oil region?
How about measures to strengthen the CAD?
How about the declaration of an enemy so that our militaries can level up 10% faster?
Where is eCanada in the PANAM negotiations? What is in it for us and what is it costing us?

Kilgore, why have you not created the regions that Addy demands?
BTW, I do not "troll" congress. "Trolling" is attacking individuals and not actually adding anything to the discussion. I make a point of critiquing the proposals put forward so that congress has a chance to consider multiple points of view, identify possible failings in the proposals and strengthen the legislation we put through.
The point of congress is to have serious, in depth discussion about proposals so that we're doing the best thing possible. Not to accept anything long and formal looking that is put forward. I refuse to support anything outright no matter who puts it forward unless they can convince me why it's a good idea and why my concerns won't be problems.
I'd rather see a post rate or something for a sign of activity. One random roll call does not show all.

Sorry, my answers for grain and oil regions need to be swapped. We're supposed to give up PEI and 100 Gold for an oil region.
"There is a deal on the table to do a region swap AND pay 100 gold a month to the UK for a grain region. Most of congress (myself included) think it's highway robbery." - so congress is doing nothing
"there's no discussion about that and congress isn't responsible for international negotiations." - so congress is doing nothing x3
"the budget is being heavily criticized because it doesn't have enough CAD strengthening measures included." - yeah, I know, so what is congress doing about it? You guys approve the budget.
"it isn't congress' responsibility to negotiate this with international powers." - so congress is doing nothing about natural enemy.
"however we're not taking an active enough role (in PANAM) in leading the negotiations as far as I'm concerned" - I guess so, there are too many things to talk about in congress that congressman aren't responsible for.
As for trolling, you have a history of objecting to things that aren't in the best interests of your party OR aren't in the best interests of the CAF OR are in the interests of undermining the TCO and that is trolling. You can't tell me that in the name of strengthening the CAD that prioritizing a $1.00 increase to minimum wage ranks ahead of taking $150,000 CAD out of circulation. Also, the "concerns" you raise about these suggestions, particularly the mortgage one, confirm that you haven't comprehended the text.
Showing up for a congress roll call does nothing to impress me about a congressman's activity or value to the government, show me the legislation that was PASSED or CREATED and then I'll be impressed.
Putting your name first since you started the roll call seems kind of strange. Also, it's worth noting that this was started in the middle of the afternoon on a Friday, which is exactly the moment where, personally, I start to forget about this game for the week-end.
I'm not in Congress this term, but I'm still interested in any measure taken to promote activity in Congress. Thank you for that, Kilgore.

Kilgore, you'll be pleased to know that I'll be running for congress so I can walk my talk.
If the exec branch brought a region swap to congress and they rejected it, that is plain stupidity.
Circumstances being what they are, I've been bound to a party outside the top five for three months.

The reason those 11 people didn't show up is that there are only a select few people actually play the game, and not 2-click. The people off the top of my head are:

There are several others, but the vast vast vast majority of players in eCanada are 2-clickers.
These are the main people that the public can see (masking restrictions). And these are also the ones who need to get elected if we want things done (Rolo excluded).
I'm appologetic for not signing in earlier. I have definitely been extremely busy the past week. I do check the forums and erepublik every day. Whether I get to all the topics is another issue.
Now I have to go prepare for a meeting and finish up this work that is due for thursday! argh so busy this week ....

I think your assessment of the situation is correct George. Now if we could all stop pointing fingers for five minutes and start looking at the merit of proposals rather than who is putting them forward, we might get somewhere.

While we are looking at proposals, the CAD has fallen to 0.011 and the cost of gold is $95. There is only 70g left to purchase on the open market before gold hits $200. In case you are wondering, $200 for gold equates to the value of the epaper that that money is printed upon (0.005g is what it costs to print CAD).
