Liebe Mitbürger unseres geliebten Landes! Wir haben uns dazu entschlossen, die österreichische Verfassung abzuändern und kleine Schlupflöcher zu stopfen. Wir wollen mit der abgeänderten Verfassung die sichere Zukunft unseres Landes ebnen und eventuelle Missverständnisse vermeiden. Die Abstimmung über die bearbeitete Verfassung wird demnächst folgen; falls ihr irgendwelche Einwände/Vorschläge/Fragen habt, bitten wir euch sie, hier niederzuschreiben.

Die bearbeitete Verfassung:

A. DIE BASIS

1. Österreich ist eine unabhängige Nation.
2. Österreichs Fahne enthält drei horizontale Streifen: der erste und letzte ist rot, während der zweite weiß ist.
3. Die derzeitige Währung Österreichs ist der ATS.
4. Die Sprachen Österreichs sind Deutsch und Englisch.
5. Die originalen Bundesländer Österreichs sin😛 Burgenland, Kärnten, Niederösterreich, Salzburg, Steiermark, Tirol, Oberösterreich und Vorarlberg.
6. Es gibt keinen legalen und offizielen Akt, Österreich mit anderen Ländern zu vereinigen.

B. DIE MENSCHEN

1. Die Regeln von eRepublik sind gleichzeitig die Regeln von Österreich. Diese Regeln dürfen nicht von der österreichischen Regierung gebrochen werden.
2. Die Pressefreiheit ist gesichert, Diskriminierung wird aber nicht geduldet.
3. Die Bewilligung der Bevölkerung wird für Ausleihen von Bundesländer für eine längere Zeit (Artikel E), für den Beitritt bzw. Austritt einer Allianz (Artikel F) und für Verfassungsfragen (Artikel I) benötigt.

C. DAS PARLAMENT

1. Das Parlament wird von der Bevölkerung gewählt, um der Bevölkerung zu dienen.
2. Parlamentsmitglieder dürfen beliebig oft wiedergewählt werden.
3. Parlamentsmitglieder sind verpflichtet, 2 Gold Parlamentssteuer an die österreichische Regierung zu entrichten, nachdem sie ihre Schatzkarte für den Gewinn der Parlamentswahlen erhalten haben. Diese Steuer kann an die 'Austrian Central Bank' gezahlt werden, oder an eine beliebige offiziele österreichische Regierungsorganisation.
4. Parlamentsmitglieder sind verpflichtet, bei jedem Gesetzesvorschlag, mit Ausnahme der Spenden an die Austrian Central Bank, einen Link zur Debattierung des Vorschlags beizufügen.
5. Parlamentsmitglieder besitzen all die Macht, welche ihnen durch die Spielmechaniken zu Verfügung gestellt werden.
6. Die Bewilligung des Parlaments wird bei allen Gesetzen benötigt. In den meisten Fällen ist eine einfache Mehrheit ausreichend, mit Ausnahme von Amtsenthebunganträgen, Ausleihen von Bundesländer für eine längere Zeit (Artikel E), Beitritt bzw. Austritt einer Allianz (Artikel F) und Verfassungsfragen (Artikel I), welche eine zwei Drittel-Mehrheit benötigen.

D. DER PRÄSIDENT

1. Der Präsident wird von der Bevölkerung gewählt, um der Bevölkerung zu dienen.
2. Ein Präsident darf beliebig oft wiedergewählt werden.
3. Der Präsident darf Personen in das Regierungskabinett berufen
4. Der Präsident ist verpflichtet, bei jedem Gesetzesvorschlag einen Link zur Debattierung des Vorschlags beizufügen.
5. Präsidenten besitzen all die Macht, welche ihnen durch die Spielmechaniken zur Verfügung gestellt werden.
6. Zusätzlich zu den Gesetzesvorschlägen, welche dem Präsidenten durch die Spielmechaniken zur Verfügung gestellt werden, ist eine Bewilligung des Präsidenten bei Ausleihen von Bundesländer für eine längere Zeit (Artikel E), Beitritt bzw. Austritt einer Allianz (Artikel F) und Verfassungsfragen (Artikel I) nötig.
7. Der Präsident darf sein Amt ablegen.

E. AUSLEIHE VON BUNDESLÄNDER

1. Originale Regionen Österreichs dürfen durch bilateralle Abkommen ausgeliehen werden. Die Prozedur für die Ausleihe von Bundesländer läuft wie folgt ab:
1.1. Der Präsident muss der Ausleihe zustimmen.
1.2. Das Parlament muss mit mindestens einer zwei Drittel–Mehrheit der Ausleihe zustimmen.
1.3. Die Bevölkerung muss der Ausleihe in einem Referendum mit mindestens einer zwei Drittel-Mehrheit zustimmen.
1.4. Die ausleihende Nation muss der Ausleihe zustimmen.

F. BÜNDNISSYSTEME

1. Österreich darf einer Allianz beitreten. Die Prozedur für den Beitritt einer Allianz läuft wie folgt ab:
1.1. Der Präsident muss dem Beitritt zustimmen.
1.2. Das Parlament muss mit mindestens einer zwei Drittel–Mehrheit dem Beitritt zustimmen.
1.3. Die Bevölkerung muss dem Beitritt in einem Referendum mit mindestens einer zwei Drittel – Mehrheit zustimmen.
1.4. Alle zusätzlichen Anforderungen für den Beitritt eines Bündnissystems müssen auch befolgt werden.
2. Österreich darf eine Allianz verlassen. Die Prozedur für den Austritt einer Allianz läuft wie folgt ab:
2.1. Der Präsident muss dem Austritt zustimmen.
2.2. Das Parlament muss mit mindestens einer zwei Drittel–Mehrheit dem Austritt zustimmen.
2.3. Die Bevölkerung muss dem Austritt in einem Referendum mit mindestens einer zwei Drittel-Mehrheit zustimmen.
2.4. Alle zusätzlichen Anforderungen für den Austritt eines Bündnissystems müssen auch befolgt werden.

G. IRC

1. Der offizielle IRC Kanal ist #eAus.
2. Der offizielle Kabinetts-IRC-Kanal ist #eautcab.
3. Der offizielle Parlaments-IRC-Kanal ist #eAutCong.
4. Der offizielle deutschsprachige IRC-Kanal ist #eOesterreich.
5. Passwörten müssen den entsprechenden Mitgliedern des Parlaments bzw. der Regierung mitgeteilt werden.
6. Offizielle österreichische Känale müssen durch Moderatoren, die einen direkten Bezug zur Regierung haben, kontrolliert werden.

H. ZUKÜNFTIGE ÄNDERUNGEN

1. Kein Individuum darf die Verfassung ändern und sie der Abstimmung durch das Parlament vorlegen. Dies darf nur ein durch den Präsidenten berufener Justizminister (oder ähnlich) vollstrecken.
2. Damit ein Justizminister (oder ähnlich) zum offiziellen Organ wird, muss dieser mindestens eine vollständige Periode als Parlamentsmitglied gewirkt haben und darf während seiner Amtszeit als Justizminister (oder ähnlich) keine weiteren Ministerien leiten.
3. Eine bearbeitete Verfassung wird, wie in Artikel I genau beschrieben, wie eine neue Verfassung ratifiziert.

I. RATIFIZIERUNG

1. Um die Verfassung zu ratifizieren muss es zuerst vom Justizminister (oder ähnlich), vom Präsidenten, vom Parlament und von der Bevölkerung bewilligt werden:
1.1. Der Justizminister (oder ähnlich) muss der Ratifizierung der vorgeschlagenen Vefassung zustimmen.
1.2. Der Präsident muss der Ratifizierung der vorgeschlagenen Vefassung zustimmen.
1.3. Das Parlament muss mit mindestens einer zwei Drittel-Mehrheit der Ratifizierung der vorgeschlagenen Vefassung zustimmen.
1.4. Die Bevölkerung muss der Ratifizierung der vorgeschlagenen Vefassung in einem Referendum mit mindestens einer zwei Drittel-Mehrheit zustimmen.

English Version

Dear inhabitants of our beloved country! We have decided to edit the Austrian Constitution and to close holes of meaning. What do we want with this step? We want to ensure Austria's future and erase any misunderstandings and confusions which had been found in the old constitution. The vote about the new constitution will follow in a few days. If you have any questions/objections/offers, please post them here.

The amended constitution:

A. THE BASICS

1. Austria is an independent nation.
2. Austria’s flag contains three horizontal stripes: the first red, the next white, and the last red.
3. The currency of Austria is the ATS.
4. The languages of Austria are German and English.
5. The original regions of Austria are Burgenland, Carinthia, Lower Austria, Salzburg, Styria, Tyrol, Upper Austria and Vorarlberg.
6. No act can formally or legally unionize this nation with another.

B. THE PEOPLE

1. The rules of eRepublik are laws of Austria. The rights to participate in eRepublik within these rules shall not be infringed upon by the Austrian Government.
2. Freedom of speech is assured, but discrimination is strongly discouraged.
3. Approval from the citizenry is required to loan regions for an extended period (Article E), join or exit alliances (Article F), and constitutional amendments (Article I).

C. THE CONGRESS

1. Congress members are elected by the people to serve the people.
2. Congress members can serve an infinite number of terms.
3. Congress members are expected to pay the two gold congess tax to the Austrian government upon receiving their treasure map winnings from their election to congress. This tax may be paid to the Austrian Central Bank, or another official organization of the government.
4. Congress members are encouraged to link to a place of debate for every law proposal they make, with the exception of donations to the Austrian Central Bank.
5. Congress members possess all the powers granted to them by the game mechanics.
6. Approval from congress is required for all laws in Austria. A simple majority is required in most cases, with the exception of impeachments, loaning regions for an extended period (Article E), joining or exiting alliances (Article F), and constitutional amendments (Article I), which require a majority of two thirds.

D. THE PRESIDENT

1. The President is elected by the people to serve the people.
2. Presidents can serve an infinite number of terms.
3. The President may appoint Ministers to the Austrian Cabinet.
4. Presidents are encouraged to link to a place of debate for every law proposal they make
5. Presidents possess all the powers granted to them by the game mechanics.
6. In addition to the laws that only a President may propose by virtue of game mechanics, approval from the President is required to loan regions for an extended period (Article E), join or exit alliances (Article F), and constitutional amendments (Article I).
7. A President may resign from office.

E. RENTING REGIONS

1. Original regions may be loaned to other nations by bilateral treaty. The procedure for loaning original regions is as follows.
1.1. The president must approve the treaty.
1.2. The congress must approve the treaty in a congressional vote, where two thirds of the total congress must be in favor.
1.3. The citizens must approve of the treaty in a public referendum, where two thirds must be in favor.
1.4. The other nation must also approve of the treaty.

F. ALLIANCES

1. Austria is allowed to freely join an alliance. The procedure for joining an alliance is as follows.
1.1. The president must approve of joining an alliance.
1.2. The congress must approve of joining an alliance in a congressional vote, where two thirds of the total congress must be in favor.
1.3. The citizens must approve of joining an alliance in a public referendum, where two thirds must be in favor.
1.4. All additional requirements of the alliance’s specific joining procedure must also be followed.
2. Austria is allowed to freely leave an alliance. The procedure for leaving an alliance is as follows.
2.1. The president must approve of leaving an alliance.
2.2. The congress must approve of leaving an alliance in a congressional vote, where two thirds of the total congress must be in favor.
2.3. The citizens must approve of leaving an alliance in a public referendum, where two thirds must be in favor.
2.4. All additional requirements of the alliance’s specific leaving procedure must also be followed.

G. IRC

1. The official IRC channel for Austria is #eAus
2. The official cabinet IRC channel for Austria is #eAutcab
3. The official congress IRC channel for Austria is #eAutCong
4. The official German IRC channel for Austria is #eOesterreich
5. Passwords must be given to members of the cabinet and congress if necessary.
6. Official channels of Austria must have some degree of government control in the form of moderators.

H. FUTURE AMENDMENTS

1. No individual can revise the Constitution and pose it to Congress except for a Minister of Justice or equivalent appointed by the President.
2. In order for a Minister of Justice or equivalent to be official, he or she must not have been any other kind of Minister during that Presidential term. A Minister of Justice or equivalent must have served at least one complete term in Congress.
3. An amended Constitution is passed in the same manner as the Constitution is first ratified as identified in Article I.

I. RATIFICATION

1. In order for this Constitution to take effect, it must have first been approved by the Minister of Justice or equivalent, the President, the congress, and the people:
1.1. The Minister of Justice or equivalent must approve of the proposed Constitution.
1.2. The president must approve of the proposed Constitution.
1.3. The congress must approve of the proposed Constitution in a congressional vote, where two thirds of the total congress must be in favor.
1.4. The citizens must approve of the proposed Constitution in a public referendum, where two thirds must be in favor.
