Thanks to Plato handing out the journalist missions requiring 25 different players’ comments I will now be required to write something with substance apart from spam if I expect people to play along.

FACT: There is generally no legislation in Canada specifically permitting or regulating drug and alcohol testing of employees because testing before hiring an employee (and a "zero tolerance" policy for prospective employees who failed such a test) is discriminatory under Human Rights legislation while random drug and alcohol testing impacts employee's right to dignity and privacy.
