People are looking for an easy solution or way out. They see hospitals and tell themselves that that is the solution, even though it is incorrect.

If it wasn't hospitals, it would be taxes or lack of war. They will always find something to bitch about.

When someone is frustrated with you or disagrees with you, you can always bring up "it's just a game" while pretending that the other person's frustration or disagreement somehow wasn't restricted to the game all along.
Its just a game excuse is annoying. Specially since people who use this excuse basically use it as an emergency exit out of an argument (which they are generally losing)
I guess it's an attempt to try to make the other person seem out of line for taking an argument seriously. It tries to save face by implying the opposition isn't keeping things in perspective.
