Liebe Mitbürgerinnen und Mitbürger,

ein ganz besonders netter Gruß an alle frisch angemeldeten Spieler, die hier reinschauen. Genau für euch ist dieser Artikel gedacht, also lest ruhig weiter!!!

Das Communityministerium (oft als MoC abgekürzt, was für das englische "Ministry of Community" steht) hat hauptsächlich die Aufgabe, Neulingen zu helfen. Hierzu gibt es vielerlei Möglichkeiten, die wirklich großartig sind. Leider sind diese gerade bei den Anfängern, die sie ja eigentlich erreichen sollten, oftmals viel zu wenig bekannt. Deshalb möchten wir in diesem Artikel einen Überblick darüber geben, welche Hilfsangebote es gibt. Diesen Artikel werden wir dann jede Woche mit beinahe gleichem Inhalt herausbringen.



1. Monatsrückblick

Wenn ich auf den Monat zurückblicke, dann fällt die Bilanz für das Communityministerium zwiegespalten aus. Fangen wir mal mit dem Positiven an. Absolut zufriedenstellend verlief die Neulingsförderung in Form der Unterstützung für Q2- und Q4-Rohstofffirmen. Das zur Verfügung stehende Geld wurde fast komplett aufgebraucht. Eine ausführlichere Statistik gibt es im nächsten Abschnitt zu lesen. Die Anträge wurden schnell abgearbeitet und wir bekamen viele positive Nachrichten. Lediglich bei einem Antragsteller dauerte die Bearbeitung etwas länger - seine Nachricht ist leider irgendwie untergegangen. Letztlich konnten wir aber auch hier alles klären. Ansonsten waren die meisten Anträge innerhalb ein oder zwei Tage abgeschlossen. Dauerte es länger, lag das meistens daran, dass die Antragsteller erst die Eigenleistung zusammenkratzen mussten. Insgesamt ist das “NeuFöG” ein voller Erfolg gewesen!

Die negativen Dinge sind leider etwas zahlreicher. Die Communityspiele blieben weitesgehend aus. Eines gab es zwar (nachzulesen hier), aber danach kam trotz Bitte von mir leider nichts mehr. Da hätte man durchaus mehr machen können, Spenden wären in jedem Fall vorhanden. Es gibt immer Bürger, die gerne Geld/Gold/Sachwerte geben.
Kommen wir zum größten Mißerfolg, den DeutschlandNews. Viel braucht man nicht zu sagen, das war eine erbärmliche Bilanz. Woran lag es? Als Hauptschreiber war JacksonCity eingeplant, der seine Arbeit vom vergangenen Monat unbedingt fortsetzen wollte. Doch aus RL-Gründen konnte er das dann doch nicht tun, was leider unzureichend kommuniziert wurde.

Als Minister muss ich mir natürlich ankreiden, dass wir einige Dinge nicht so geschafft haben, wie ich es mir selbst auch vorgestellt hatte. Leider haben die Mitarbeiter (mit Ausnahme von dem einen Spiel und Farlion, der gute Arbeit bei den Artikeln geleistet hat) kaum Eigeninitiative gezeigt. Nach den ersten Tagen, wo wir uns im IRC noch abgesprochen haben, war die Kommunikation deutlich verbesserungswürdig. Ich hätte wohl noch konkreter Aufgaben zuordnen müssen, vielleicht wäre es dann besser gelaufen. Aber aus Fehlern lernt man und mein Nachfolger, vermutlich Dragon77er, kann es dann besser machen. Die Aufgaben des MoC sind durch das NeuFög und die DNews diesen Monat groß gewesen, vielleicht muss sich das erst einmal einspielen.

Die wichtigste Aufgabe, die Kommunikation und Hilfe mit den Neulingen, hat in meinen Augen ganz gut geklappt und daher bin ich auch nicht ganz unzufrieden. Spezieller Hinweis für die neuen Spieler: Traut euch ruhig zu fragen! Wir sind dafür da, Fragen zu beantworten und mögen sie noch so einfältig klingen. Jeder hat mal angefangen und kannte sich hier nicht aus!

2. Auswertung des NeuFöG

In diesem Monat wurden insgesamt 72 Anträge für das NeuFöG bearbeitet (Stand bei Veröffentlichung). Davon waren 35 Anträge für Q2-Raw-Firmen und 37 für Q4-Raw-Firmen, von diesen Anträgen wurden alle bis auf drei abgeschlossen, ein Antrag konnte nicht bearbeitet werden, weil der Antragsteller nicht die edeutsche Staatsbürgerschaft besaß, bei einem weiteren Antrag ging die Zahlung der Selbstbeteiligung nicht beim MoC ein. Ein Antrag wird noch bearbeitet. Insgesamt wurden von den 300.000 DEM Budget bisher 271.976 DEM ausgegeben. Das NeuFöG ist also auch nach der Anpassung weiterhin sehr gefragt. Wie immer können alle Mitglieder des Bundestags und der Regierung die Liste der Antragsteller beim MoC einsehen.

Das Gesetz

Dies ist eine stark verkürzte Form.

Von Level 20 bis 24 hat jeder eDeutsche Bürger das Recht auf eine Unterstützung beim Bau einer Q2 Raw-Firma.
Von Level 23 bis 26 hat jeder eDeutsche Bürger das Recht auf eine Unterstützung beim Bau einer Q4 Raw-Firma.
Die Anfrage auf Unterstützung muss per PM an JEDES MoC Mitglied gesandt werden.
Der Antragsteller wird vom Minister of Community, über die Annahme seines Antrags informiert und überweist die Eigenbeteiligung von einem Drittel der Kosten der entsprechenden Raw-Firma.
Nach Eingang der Eigenbeteiligung überweist das MoC die notwendige Summe für die Raw-Firma.

Wie sollt ihr nun vorgehen?

Wir empfehlen euch den Regierungswechsel abzuwarten, ehe neue Anträge gestellt werden, da es den Verwaltungsaufwand verringert.

Alle Spieler mit Level 20, 21, 22, 23 oder 24 und Interesse schreiben einen unformellen Antrag an die Mitarbeiter des MoC. Der Antragsteller wartet dann auf eine Freigabe und überweist dann 1000 DEM an den Minister of Community. Nach maximal 24 Stunden wird die Erste Hilfe 3000DEM für die Raw-Firma überweisen.

Alle Spieler mit Level 23, 24, 25 oder 26 und Interesse schreiben einen informellen Antrag an die Mitarbeiter des MoC. Der Antragsteller wartet dann auf eine Freigabe und überweist dann 2833 DEM an den Minister of Community. Nach maximal 24 Stunden wird die Erste Hilfe 8500DEM für die Raw-Firma überweisen.

Jeder Spieler kann einmalig BEIDE Förderungen erhalten. Nach diesem Vorgehen wird jeder Antrag bearbeitet und ist danach beendet.



3. Das Mentorenprogramm
Als wohl wichtigstes Standbein der Neulingshilfe ist das Mentorenprogramm zu bezeichnen. Sollte euch also auffallen, dass ihr immer wieder Fragen zum Spiel habt, so könnt ihr euch einen Mentor holen, der euch hilft, sowohl die Spielmechanik zu verstehen, als auch Teil der Community zu werden, falls ihr das wollt. Ihn könnt ihr mit seinen Fragen löchern und in aller Regel werdet ihr schnelle und kompetente Antworten erhalten.

Wie bekomme ich so einen Mentor?

Ganz einfach: Melde dich zunächst im eDeutschen Forum an.

Dort kannst du dann in diesem Thread schreiben und es wird dir normalerweise innerhalb kürzester Zeit ein Mentor zugeteilt.

4. Die Erste Hilfe
Diese Einrichtung gehört fest zum edeutschen Staat. Wie ihr vielleicht bemerkt habt, wird diese Zeitung auch von dieser Organisation verfasst. Das Prinzip der Ersten Hilfe baut derzeit auf drei Säulen auf:
- Im Moment spielt es keine Rolle, in welchem Bundesland ihr gelandet seid.
- Solltet ihr aus Unwissenheit zu Beginn des Spiels eure Gesundheit verkämpft haben, so könnt ihr euch ebenfalls an uns wenden und wir helfen euch einmal wieder nach oben
- Ihr braucht bestimmte Gegenstände für Missionen? Wendet euch an uns, wir werden auch dafür eine Lösung finden!
Die funktioniert aber nur, wenn sich die Bedürftigen auch melden!

Deshalb:

Dear fellow citizens,

a warm welcome to all newly registered players reading here. This article is for you, so keep on reading.

The Ministry of Community’s (short: MoC) main task is to help newcomers. There are many great possibilities to do so, unfortunately these are often unknown for newcomers which they are supposed to help! Therefore, we want to give an overview with this article, which offers there are from the government. This article will be published once a week with nearly the same content.



1. Monthly Summary of the MoC

When I look back at this month, then the result the for the Ministry of Community is mixed. Let's start with the positive things. Completely satisfactory was the Newcomer Promotion in the form of support for Q2- and Q4-Raw-Factories. The available money is used up almost completely. There are more detailed statistics in the next section. The applications were processed quickly and we received many positive messages. Only for one applicant the process took a little bit longer - his message has, unfortunately, been lost somehow. Ultimately, we could clear everything here. Otherwise, most requests had been completed within one or two days. When it took longer, this was usually because the applicant had to scrape together the personal contribution. Overall, the "NeuFöG" was and is a full success!

The negative things unfortunately are somewhat more numerous. There weren’t hardly any Community Games. There was one (you can read the result here), but after that, despite request from me, unfortunately, there were nothing more. There could have been done more thoroughly, donations would be available in any case. There are always people who give money / gold / property for this.
Now, about the biggest failure, the Deutschland News . We don´t need to say very much that was a miserable month. Why was that? Jackson City was planned as the main writer, who wanted to continue his last month’s work. But due to RL-reasons he could not do it. Unfortunately, this what was communicated not adequately.

As the minister I have to blame myself, of course, that we haven´t reach some things which I had planed myself as well. Unfortunately, the other ministry co-workers have shown little self-initiative (with the exception of the one game and Farlion, who did a good job with the articles). After the first few days, where we discussed on IRC, the communication was not good enough. I probably should have give more specifically assign tasks, perhaps it would have run better that way. But you can only learn from mistakes and my successor, presumably Dragon77er, can improve this. The tasks of the MoC with the “NeuFöG” and DNews have been big this month, perhaps this must introduced better in the first place.

The main task of the Ministry of Community, the advice and support for the newcomers, has worked out quite well in my eyes, so I'm not unsatisfied. Special note for new players: Ask, ask and ask us questions! We are here to answer your questions and may they sound so simple. Each one has started in this game and didn´t knew everything in here!

2. Results of the Newcomer Promotion

This month, a total of 72 applications were processed for NeuFöG (status at date of publication). Out of these we had 35 applications for Q2- and 37 for Q4-Raw-Companies. Only three of these applications are still open. One application could not be processed because the applicant did not have the eGerman citizenship, another application did not pay his own contribution to the MoC. One application is still being processed. From the total budget of 300.000 DEM an amount of 271.976 DEM was spent up to date. As we can see, the NeuFöG is still popular after the adjustment. As always, all members of Congress and Government can ask the MoC to see the list of applicants.

The law

This is a strongly shortend version:

From level 20 to 23 every eGerman citizen has the right of support for the construction of one Q2 raw company.
From levell 23 to 26 every eGerman citizen has the right of support for the construction of one Q4 raw company.
The request for support has to go via PM to EVERY MoC Member.
The applicant will be informed by the minister (this month Tiuri) on the acceptance of his application and donates the own contribution of one third the cost of the corresponding raw company.
Upon receipt of the money, the MoC donates the neccessary amount of DEM for the company.

What should I do now?

We advise you to wait for the next government to take office, as this faciliates the administrative work.

All players at Level 20, 21, 22, 23 or 24 and interested in this promotion program write an informal request to all members of the MoC. The applicant then waits for approval and after this donates 1000 DEM to the Minister of Community. After 24 hours or less, the Erste Hilfe will donate 3000DEM for the raw company.

All players on Level 23, 24, 25 or 26 and interested in this promotion program write an informal request to all members of the MoC. The applicant then waits for approval and after this donates 2833 DEM to the Minister of Community. After 24 hours or less, the Erste Hilfe will donate 8500DEM for the raw company.

Every player can get BOTH promotions once. Every application will be closed after this.



3. The mentor program
The probably most important pillar of our rookie help, is the mentor program. If you have questions concerning the game, you should find a mentor to help you with all game mechanics and community issues. You can flood him with questions and mostly you will get quick and reliable answers.

How do I get such a mentor?

Very easy: First, register at the eGerman Forum.

There you can write in this thread and normally you get assigned a mentor very fast.

4. First Aid
This facility is a fix part of the German government. As you might have noticed, this newspaper is published by this organization. The principle of first aid is currently based on three pillars:
- At the moment it doesn’t matter in which state you have started.
- Should you brought your health to zero because of fighting, you can ask us for help and we bring you up once-
- Do you need special items for your missions? Ask us and we will find a solution!
But: All this only works, if you write us!
