[Debate] CoC election majority

Greetings, citizens of Netherlands,
a new debate has been opened at the request of the CM djirtsdew, based on the recent CoC elections to change Chapter 2, Article 4.4 from:
"If there are more than two candidates and no candidate has reached a majority, taking into account Article 4.4, a new voting round will be opened with the two candidates that received the most votes. If this is not applicable, a new candidacy period will be opened."
to:
"If there are more than two candidates and no voting option (excluding Neutral votes) has reached a majority, taking into account Article 4.4, a new voting round will be opened with the two candidates that received the most votes. If this is not applicable, a new candidacy period will be opened."

Seems perfectly logical.
A clearer clarification of the law, indeed.
The main reason for the change being the recent vote where "None" got an absolute majority of the votes, and the candidates with votes wanting a revote... If "None" gets a majority, Congress is clearly disapproving of all candidates, and such a revote should be unnecessary. Hence, this clarification/fix.
If votes are split in a way that "None" gets most votes, but not a majority, I think the correct course of action is to do a second round, and give the candidates a chance to convince more people.
Likewise, a second round is desirable if a candidate gets most votes but not a majority. Supporters of candidates 3 and 4 might want to rally behind candidate 2, or might want to vote "None" instead.
So in both these ways the current law is already behaving correctly. Hence, this small change.
Het is geen kleine wijziging, het verandert de wet in een manier waardoor een situatie zoals nu, waar gewoon een 2e stemronde gestart had moeten worden! niet meer zal gebeuren.
Precies, dat is het enige wat gewijzigd wordt. En objectief gezien lijkt me dat ook logisch ook. Als een meerderheid van het congres tegen alle kandidaten is, dan is diezelfde meerderheid van het congres ook tegen de hoogst scorende 2 daarvan...
