Change Chapter II Article 10

Article 10 – Referendums
1. A referendum is a legally binding vote among all citizens of the eNetherlands.
2. Congress can decide to hold a referendum, following the debate and voting procedures as laid down in Articles 6, 7 and 8.
3. The Chairman of Congress is responsible for administrating referendums and facilitating access to it to all citizens of the eNetherlands.
4. A referendum will be open for 72 hours.
5. A proposal is accepted if a simple majority of the votes is cast in favor and the turnout threshold of 35% of all citizens of the eNetherlands is reached.
6. Referendums concerning constitutional amendments are an exception to this rule, as laid down in Chapter I, Article 7.2.

4. The Chairman of Congress is responsible for administrating referendums via UNL Binnenhof newspapers.
5. A referendum will be open for 48 hours.
6. A proposal is accepted if a simple majority of the votes is cast in favor and the quorum is reached.
7. Quorum is calculated as 50% of the mean average number of votes casted during the last three Congress and Presidential elections.
8. Referendums concerning constitutional amendments are an exception to this rule, as laid down in Chapter I, Article 7.2.

3. Congress can decide to hold a referendum, following the debate and voting procedures as laid down in Articles 6 and 7.
4. The Chairman of Congress is responsible for administrating referendums and facilitating access to it to all Eligible citizens of the eNetherlands
5. A referendum will be open for 72 hours.
6. A proposal is accepted if a simple majority of the votes is cast in favor and the quorum is reached.
7. Quorum is calculated as 35% of all eligible citizens as laid down in article 10.2.
8. Referendums concerning constitutional amendments are an exception to this rule, as laid down in Chapter I, Article 7.2.

I also like, how it is "better", yet it adds a new issue by introducing 10.7. in conjunction with 10.2. Good luck to any Chairman figuring out the true size of quorum by using the "better" method.

How do you propose to contact eligable citers? Forum had an easy way, but ingame looks harder to identificeren and contact these players

Do you remember the last referendum? I think it was very well answered there - it is technically impossible to contact all our players via personal messages (= whomever wants to do that is just promising an empty promise), so an article and at minimum one shout on national feed each day works well enough. If people do not read articles and national feed regularly, there is a high chance they would probably not understand the subject of referendum anyway.
A better proposal is to remove it completly
Let's just ditch the lawbook. Congress become puppets of CP and CP is elected like he is right now only he will hold more power thus elections will be even more fun.
I will always support, if Congress decides to do that. But, the willingness is not there, so I am looking for reasonable solution in the meantime.
