We are currently in a training war with the Netherlands. The way this training war is supposed to work is:

1. Canada wins the direct battles against the Netherlands
2. The Netherlands will win every Resistance War against Canada
3. Continue perpetually

If ever the Battle Orders are not up-to-date, this should be the default for any battle between Canada and Netherlands.

Cuba is having troubles with their Training War with Mexico. If all other battles are doing well, then fight for Cuba in their direct battles (possible from Canada), or fight for Mexico in the Resistance Wars!
