Firstly, I'd like to introduce myself. I am your Minister of Defense, Mann551. I will be striving my hardest to ensure that these Battle Orders are updated regularly so that they are as informative as possible.
We are currently in a training war with the Netherlands. The way this training war is supposed to work is:
1. Canada wins the direct battles against the Netherlands
2. The Netherlands will win every Resistance War against Canada
3. Continue perpetually
If ever the Battle Orders are not up-to-date, this should be the default for any battle between Canada and Netherlands.

Mann is one of Canada's new guard. Finally, after a long absence, younger players are taking charge. I do not know why or how but our government is blessed. This is not to diminish the commitment of the old guard. We are also blessed with those tireless few who stand watch to keep everything running as it should.
Do people who signed up in 2010 really qualify as new guard at this point? I was part of the new guard 4 years ago.
Absolutely! Now I grant you that I do not have history of Mann's party politics, Congressional activity or endeavors in private sector but his request to be part of the executive govt is recent. While these other are important for their own sake it is a fact that the Country President and his staff poke the buttons and interact with allies as well as enemies in diplomacy. With recognition to Congress as they have the vote.
