The Argument For Lulz Proposals

Since the inception of Congress, there have been lulz proposals made every month in most countries. Every member of Congress starts their term with two proposals. However, even in nations as active as the United States and the United Kingdom, the proposals of every member of Congress are not used for legitimate changes by the end of the Congressional term.
In this case, some Congress members use their leftover proposals for frivolous or impassable changes such as raising income taxes to 99% or minimum wage to $1000. Everyone knows that these are lulz proposals, made simply to earn an extra experience point by voting. However, there are many citizens, including members of Congress, that become upset by lulz proposals.
Being a member of Congress is often a thankless job. Yes, it does include an extra 20 experience points for achieving the medal and grants five gold, and yes, Congress members do get one experience point for every proposal they vote upon, but being in Congress is not the easy job that some citizens seem to think it is. Being a member of Congress means spending a considerably higher amount of time on eRepublik than before. It means reading at the very least the top 20 news articles every day. It means reading every post made in the Congress board of the forum and trying to understand the economics module, war module, and politics module. It means arguing with other Congress members in favor of your proposals and trying to reach compromise with a group of forty other players. It means receiving hate mail or countless suggestions everyday.
Congress members earn that one experience point they receive for every vote. Why deny them the little extra boost for performing a duty for their nation? As long as these lulz proposals do not pass, they do no one any harm. I encourage members of Congress to use their leftover proposals toward the end of the term as lulz proposals. Get your extra few points; you earned it after a month in Congress.

Actually, it is not illegal. In fact, the wording just ensures that lulz proposals do not pass.

I didn't even like it untill I became a member of Congress, and why? I suppose I'm selfish.
The one thing that no Congressman should EVER use for a lulz proposal is an impeachment. That means that if something actually does come up, then the remaining Congressmen cannot actually impeach the President.
We had this very discussion in Canada. Good points, its all true.
Congressmen should not be rewarded, they should do a service to their country, without any expectation of a reward. (I know they get 5g that most of the pocket)
We want people to serve to help their country, not to pocket rewards and perks.

If only legitimate proposals are being made, then I imagine it might get a little dull for Congressmen when they log into eRepublik. I would think that the Lulz Proposals would make them log in more often looking for something they can vote No on for an extra experience point. Keep them hooked and they'll keep coming back.
And if it sounds like I am comparing voting to a drug, then yes, voting should be a drug. If going to the polls produced a high then more people would vote. And really? Is that such a bad thing? Oh sure, how good is it to have a bunch of drug addicts voting? Most voters are very ill-informed so it wouldn't make a difference.

A congressman has plenty of work to do on our official forums, I am speaking from experience.
I have a question, and I'm speaking as someone who is relatively new to the game, so forgive me if it sounds ignorant. Is it possible that some congress members may end up with more ideas for a proposal than the number of proposals they have available? Could it be possible that these members share it among their party lines so that these other members could then propose it themselves thus using up the quota?

That's what the lolz proposals are, left over. How does leaving them go to waste benefit the country more than using them so our senators get an extra XP or two?
Well, if everyone used their proposals throughout the course of being a senator, it would be an extra 80 experience wouldn't it?

Stupid proposals also test the system used to shoot them down. Just as long as the proposal isn't 'donate 1000g to myself' I don't mind.
