[MoF] Everyone a House! - November

Greetings, citizens of Netherlands,
we continue to support the housing program called Everyone a House! The eNetherlands will offer every eligible citizen an opportunity to receive a free Quality 1 House once a month!
The importance of houses is already very known to our citizen - but to remind you, we bring a brief summary. Long story short - houses will allow you to use your energy more efficiently - they increase both your maximum energy and energy recovery. And by activating them and using Overtime Points, you can work at your job more times a days, therefore collecting more salary. So having houses is generally worth it and you should use them at all times!
For this month, we have decided to make an adjustment to the program, based on the expected budget expenses and based on the in-game events, that engage active players in fighting and therefore spending more energy. We want houses to be used efficiently and at maximum potential, meaning players, who spend more energy during the day and engage in in-game events, can use the house in better way than 2-clickers. Therefore we will temporarily introduce an XP-per-day-gain requirement (which should distinguish between regular 2-clickers and active or semi-active players) for you to obtain this subsidy.
Please note this change is supposed to only be temporary, and a major overhaul of the program may be announced this month by Fmcv, who is working on rework of the program.
So, how to receive your subsidy? The current requirements are below:
1. You have been eNL citizen for at least 2 months and have reached Level 20.
2. You have been online for the last 25/30 days.
3. You have been using the Q1 Housing on your own.
4. You gain on average 125 XP per day.

And how do you apply? Simply - by commenting the article below. You also need to buy Q1 House and activate it, before you apply. Your application will be processed, and the necessary requirements will be checked to confirm you fulfill them. If you have a residency, we will check whether or not you activated your house; in case of not having a residency you will need to provide adequate proof (e.g. a screenshot) to Minister of Finance.
*Citizens, who have been found not using houses regularly during our random sample checks in last few months will receive no subsidy this month. Samples data are publicly accessible in Finance Sheet.
* The handing out of Subsidies will be noted down in the 'Finance Sheet'.
* Gifted amount of money is based on the price of a House on the worldwide market.

Have seen some sneak peeks from Fmcv, but we want to take some time to publish the new rules before they are implemented in the future months o/ !
Well, then since I use a IK I guess that I don't qualify now... 🙁
This is being considered by the gov. other means of checking your activity will be used.
In case of IK users (of which I know one, you), we will also check their general activity. The XP check has been added to get rid of freeloaders, who do not need houses, yet ask for them, while at the same time allow players, who do not do a lot of damage, but still gather a lot of experience, to apply (that's why the idea of damage input or general rank was not added in).
MoF has the final say on the activity, and MoF says someone like you can apply. Of course, I will re-edit the article to mention the IK exception.

Hmm, I probably don't qualify now, from lack of activity. HOWEVER yas might consider that it is the OT points that really help- that lets me buy gold so I can (hopefully) upgrade my companies at Black Friday. And the OT points don't seem to expire, so if I'm not on every day, I still have them.

True, but those OT points generate you extra income, which allows you to buy house on your own 😉 . They are still profitable (though lately not as much due to generally low salaries worldwide)
Either way, we want to sponsor people, who use their house to the fullest possible extent, so we can eventually start sponsoring Q2 houses again. When someone 2-clicks, he can still use a house and benefit from it - but he cannot expect government will help him, instead of helping someone, who also fights each day in our battles and tries to improve his account, or produces a lot of stuff in his companies helping to fill out our market. We do not have infinite budget, and we need to focus that budget on active people, who will in turn generate more profit for our nation. And due to the events happening, we want people to be active, because this is the best time for them to do so!
(Besides, 125 XP is something you can get by logging in once per day, and spend all your energy. Should not be that hard).
Either way, next month, a complete overhaul of the program will be done, and things will work completely different, from what I have seen thus far. So do not get used to this system 😃 !

a change like this drastically changes the system and should have been communicated more clearly to the public.
125 xp daily is almost impossible for semi active players (daily login).
but no surprise from this government that always says 1 thing but does another to benefit their own pockets.
1. Isn't it communicated in the article though, at the first possible opportunity? And what stops you from becoming active, and ask for your house in 2 weeks (since the program is available during entire month), when you manage to satisfy the conditions?
2. Citizen has 500 energy = 50 XP. Times two with regeneration + another 10 XP, if you have a house active. If you have bought energy center (which all semi active players should), you get another 20 or 20+30 XP available. So even if you log in daily only once, you can easily get 110-160 XP. Only if you are a 2-clicker (= not active), you will fail this simple XP check.
3. Since I have no idea, what you are hinting at, I do not know, how to answer. However this change has been debated in many previous governments, and this one only took the liberty to apply it during the event months, when people are generally more active, before a complete overhaul will be introduced later this month by the new government addition Fmcv. Government wants to support active players, and that's exactly what we are doing. You need to make kills to get Flying Dutchman. You need to make ground damage to get Green Beret. And you need to spend your energy to get a house.
Our monthly budget without concessions (which you oppose) is precious, and therefore we need to focus it better on active and semi active people, who will in exchange benefit the growth of our nation. There is nothing more simple for you to become one of those citizens as well - all in all, why else would you play this game 🙂 ?
to make it fair it should have been mentioned in this article that next month it would require xp or in the previous months article.
1 login means i could spend a maximum of 1720* energy on day 1. 860* on following days. therefore not enough to satisfy the 125 xp daily requirement. and that is with all energy centers (no option to buy more) and a q1 house.
*give or take like 20 extra due to recovery while online.
So, if you could spend 1 720 energy... why haven't you done so? You just said in the last comment it is impossible for you to get daily 125 XP, and you say it in this comment as well... yet you also say you have, at minimum, 1 720 energy available... that is, again, at minimum, 172 XP. 172 > 125, do you know that?
The program is available during entire month. Therefore if someone finally decides to be active and useful and asks at the end of November, fulfilling the requirements, he can still get the subsidy. So, just as you have asked, you know month in advance, how you can get the subsidy, if you really want it 🙂 .

dag 2 860 plus 470 is 1330 energie. ga je weer voor 125 xp houdt je 80 energie over
dag 3 80 plus 860 is 940 energie. hey daar kun je geen 125 xp mee halen.... dus max 80 uitgeven om op dag 4 weer met 1720 te beginnen.
kom je uit op een gemiddelde van 86 xp over 3 dagen.
hoe moet iemand met een q1 huis en max energie gebouwen als die 1 keer inlogt ooit 125 xp elke dag halen?

Skipping over the fact the math presented is wrong (omitting basic in-game knowledge like 10energy is not equivalent to 1 XP; or existence of energy regeneration), and therefore pointless to even bother with... I wish all this activity would be used for working and fighting, and not only talking. We hope we will see an increase in your activity though, just like you have managed to achieve in recent days, because we see you are interested in this subsidy, and we want to help you as an active citizen 🙂 !
And if you do not manage - do not worry, next month, the program will be done completely differently, and therefore the XP requierements for Q1 houses will work in a slightly different way.

a. sinds wanneer is 10 energie geen 1 xp meer?
b. energie verversing is bij iemand die 1 keer per dag inlogt meegerekend in mijn voorbeeld. ja het zou misschien 2 of 3 xp max per dag meer kunnen zijn maar dat is geen significant verschil.
c. ik ga normaliter makkelijk dagelijks over de 125xp.
d. misschien je berichten opsplitsen als je meerdere personen wilt aanspreken?
1. It's not a drastic change in whatever way. It still carries the exact same goal. Namely the fact that we want people to use houses as - in the case of Q1 - this is only rational. It is more or less self-sufficient; The Government handing out these Houses for free is therefore a gesture intent to help us all, and requirements are therefore only fair (just as in Flying Dutchman & Green Beret). Houses serve two goals - more opportunities to work, but also - often forgotten - more energy storage and recovery. We want to achieve the utilization of both.
2. 125 XP is far from impossible. In your example, logging in daily, that is the use of full FF (or a slight bit more). So your phrasing is incorrect. It is only almost impossible for those that are plain dead. And we don't reward dead people in other Programs either. But if you need help utilizing as much energy as possible, we can of course help you in that, as it's very easy to achieve. Seeing your voting record, you are more than active enough to achieve it and much more, both for yourself and the eNetherlands. But yet keep on refusing to do so for whatever reason 🙂.
3. ''Benefit their own pockets''? That is just plain insulting to the eNetherlands and the hard work that the overwhelming majority of our people have achieved, and also to some individuals that act in the interest of the Netherlands and not for their own benefit (case in point: Green Beret and Flying Dutchman exclude most of these individuals 😉 ). I personally paid the last AS + DoW. When was the last time you and your friends contributed ANYTHING to the eNetherlands?
As Janty said, we have a precious budget and society and we want to efficiently use it. You and your friends often insinuate that we are irresponsible in spending (to excuse the lack of any spending-aid or Government activity during odan's tenure, of course), yet now it's opposite. Self-interest much? 😃
In the future, we will enhance the Program (again) to include Q2 Houses as well, which does require some Government support to be self-sufficient. And I can already tell you that requirements for those are strict too, considering the cost and potential benefits. And that is fine, so we can all step up our game like we've been doing for the past year. We're just waiting on you to finally join us 🙂.
