NEW IMMIGRATION REGULATIONS

****The EC Immigration DEPT will stop process all naturalization applications on 22-27 every month.****

1.These regulations are formulated for all players who want to immigrate into eC.
2.The right of CS approval belongs to the immigration dept.
Congress members cannot approve CS requests unauthorized.
President of eC and other departments of eChina government such as MoFA, ECIA cannot directly contact with congress members for CS approval. ONLY members of eChina immigration Dept. can do so.
Those who violate the regulations above will be criticized, fined, or even impeached by the congress.
3.Fast pass for Chinese players: Congress members can approve CS requests of Chinese players directly, but they must put a record on the special thread on the internal forum. Congress members shall take full responsibility for their fast-pass approvals. Content of a record shall follow the format regulated by the congress.

4.Non-Chinese players must send a letter of application to the organization account of eChina immigration Dept. (Currently Ministry of FA China), or the application is invalid.
Here is a sample letter:
Here, I solemnly swear that after obtained eC nationality I will:
1. Not participate in political activities in eC, including but not limited to party president election, congress election and country president election;
2. Follow the eC market rules;
3. During PTO scenario in eChina vote only for RL Chinese players or candidate on ATO list provided by ECID during election;
4. Fight in eChina and alliance side according to eChina's Military Daily Order. Never fight against eChina.
NOTICE: Any violation of the rules above, may cause the immigrant put on a black list and not allowed to immigrate to eC again. All citizenship applications from the immigrant country of origin may be suspended.
p.s😮riginal letters are welcome, but the content should include all the ideas listed above.

5.Anyone who bribes CP, Congress members, or members of immigration Department, once such action been detected, will be put on the black list. They will be permanently blocked outside eChina unless their names are removed from the list by congress resolution.

6.Non-Chinese players can immigrate into eChina by the following three ways:
1)President of eC can recommend a certain amount of people for CS application in his tenure(NOW:10 per tenure). After a simple review , these special application will commonly be approved by the immigration department.(SPECIAL)
2)ECIA immigration: After becoming a qualified ECIA warrior, they will be recommended by the captain of ECIA. After a simple review , these special application will commonly be approved by the immigration department. Limitation for this method (NOW: 15 per month)(SPECIAL)
3)Normal application: This channel is under a quota system. The immigration office will censor their applications including their current CS, their recommendation letter (different from special recommendation letter listed above, e.g.: recommendation letters from famous big tanks), their fights, their friends, their newspapers and so on. Normal CS applications will be refused without notice if they cannot pass the censorship.

6.1 Normal CS applications shall pay a one-time application fee after their CS requests are approved.
If one immigrates more than once in 30 days, he or she shall pay again.
If one behaves well in a 30-day watch period, he or she will be put on a white list. This means that his or her application fee is waived.
APPENDIX:
1.Quota for Normal applications:
Normally 3 per month for Eden/Terra countries.
1 per month for neutral countries.
0 for pro-one and ONE countries.
These may be adjusted by the immigration department.

The application fee for Normal application is 7k CNY

2.Determinations of PTO actions:
Quit ECIA without the commander’s permission. Disobey battle orders(for ECIA fighters)
Run for any kind of election.
Raid the labor market, raw material market, or other markets(Determined by a proposal)
Fight for wrong side in a revolution battle or other battles, and caused serious consequences (Determined by a proposal).
Punishment of a PTO action:
Permanent ban for future applications
Punish the recommender, according to the second regulation.
Temporarily or permanently freeze applications from the player’s original country(including all special ways)
