You are comparing apples to oranges, The MDP is a political party and we set our rules. The country has preset rules and the meta congress is not a check, a rubber stamp is more like it.

The Congress' powers extend only as far as their ingame mechanics. Having a legal situation where those powers extend beyond those given in the game or implied by those powers leads to political gridlock and a lack of accountability. Of course, there are many duties that require attention outside the direct ingame mechanics, but these are best attributed to the President for the simple reason that they are the most accountable, and have the best democratic mandate.
The President can act without any oversight during their term when a country is wiped. The President setting up a cross-partisan legislative group at such a time is far from dictatorial, in fact it's quite the opposite.
To make the game interesting many counties take the congress past the in game buttons. They use it to have discussion and debate. In this way a meta congress provides some entertainment beyond 'click, click, OK now on to Game of Thrones'.
Being a member of congress and discussing what is on the agenda is one thing. Creating a Meta-Congress to carry out the duties of a non-existent congress is another. I agree click-click is a bad way to go about it but creating a system without the protection of the in-game click click is very very dangerous.
