Here are the news explaining the recent Congress proposals. Besides them, my call to start a player retention program has fallen of deaf ears and plainly ignored unfortunately. Maybe something still can be worked out.
1) Natural Enemy to Argentina - as Congressmen we were explained that it is a training war and all of the money for lost MPPs (alliances) will be recuperated by Argentina. A great way for Kiwis to gain some Patriot medals, as long as Argentineans stay true to their words.
2) 120,000 NZD Transfer - nobody explained to us anything solid what the money is going to be used for, but from the looks of it, for personal gain of the government. Unfortunately, there is no budget and all of the money is just being funneled out of the treasury. The lack of any active players and opposition is permitting this. One explanation was that 1,500 gold will be used for a "long-term project" and another 90 for house building. I trying to convince the gov't to allocate a least a tiny portion for the player retention program. Also, I am trying to convince the government to form a transparent budget. We will see how that works.

Cash transfers to the bank are essentially the only way the government can spend money on anything other than alliances, unfortunately. Generally speaking, if you have questions about what happens with money you can have a talk to Koska about it. Usually he keeps a spreadsheet on google docs or somewhere that he can show you.
