Do You Want to Know What's Going On?

Those of you that have been slogging your way through my treatises on policy and whatnot, thanks. It's not over yet though, not by a long shot. I don't specialize in dissertations ala Phoenix Quinn but I do know that I write long articles...
Article #4 in my platform deals with increasing and formalizing the communications that the US Government pursues with US citizens. I'm not talking about a voicemail system or some complicated org chart or other such bullshit but rather a few elegant, and I believe, obvious points.
One of the contributing factors to citizen unease is the amount of government information that never gets reported. There are people who go about their governmental volunteer duties on a daily basis in the State Department, the Interior, Treasury, etc. yet that activity isn't publicized. We really haven't had a saturation of our media by articles from the government (other than DoD orders, that is) since Emerick wrote on a daily basis. We NEED this communication, now more than ever.
The Comms Plan
My plan for using the media to increase the effectiveness of our communications is a simple and straightforward one. It involves:
Elevate our Media
1. Require Department-level operations to publish public reports and updates twice a week on a scheduled basis. These reports will entail simple mundane details like projects currently underway, goals obtained and statistical data (stuff like number of new citizens contacted, reponse rates and whatnot).
2. Recruit writers to assist Departments in publishing these reports. Since we already general some internal reports in the Executive Branch it won't be too difficult to adapt those for public consumption.
3. Publish the WHPR EVERY DAY. In it we'll include a message from the CP, VP or CoS tailored to the current item that's most important, a link to the DoD orders, links to the most recent reports from Departments and other fun updates.
4. Renewed emphasis on the Pony Express to own our media rankings. This hasn't been as high an issue as it was during occupation but we cannot afford to let this operation languish. It's a national security issue.
4. Weekly (at the very least) "State of the Union" reports from the President. These would include topics of a high nature such as diplomatic updates, state of alliances, reasons for current state of affairs.
5. Periodical "morale" articles from leadership.
Much of our restlessness can be traced to a simple problem: people want to know what's going on, but do not, so they assume that either nothing is being done, leadership doesn't give a flying (bleep) or that leadership is asleep at the helm.
The Documentation Plan
Another continuous problem has been our disjointed documentation. So much knowledge is locked up with PEOPLE and not put down on paper. This can be seen in the length of time it takes to transition from one Congress to another and from one administration to another. What I envision is a method to keep updated docmentation on procedures so that access to policies and methods is available in case people quit or are not available.
Make use of staff to DOCUMENT
1. Get the eUS wiki up and running.
2. Assign Departmental staff to fill the wiki with updated and continuous source of material for government officials on policies and procedures.
3. Reduce our reliance on the eUSforums for permanent archives - this is inefficient as a bulltin board is meant for DISCUSSION and not for easy access and retrieval of documentation.
4. Increase our citizen's access to knowledge by opening a public wiki section.
5. Drive traffic to the wiki by implmenting the eUS Portal page as the "Home Page" for eUS citizens. From the Portal citizens can find links to the wiki, the national database and statistics programs, the eUS forum and IRC.
