What is the hidden cost?
Does the gain in cash for duplicate resource regions hurt us, or help fund South Africa's revival?
The only downside is that Gauteng is a growth region. But if we contact new players fast, and pay for them to move from an English-media country, is any real harm done?
These questions currently vex my thoughts, but create a compelling opportunity for us to fund more MPPs per month to spark that magic balance without compromising our production.

Citizen Rebates
Chucker71 actually has a good point: we pay our bills for common usage and spend the rest on all active players. We use forum membership as a measure for activity and a means to administer the rebate. Near the end of the CP term, we calculate surplus/membership and pay it out as a flat amount. It can be seen as a tax-rebate for the wealthy and a subsidy for the poor. You don't simply reduce taxes, because you need flexibility in government income during a term and 100 ZAR in the pocket of 10 new players does more for the economy than 1,000 ZAR in the pocket of a single old player.
3rd MPP Pool
Another advantage of a 3rd country renting those regions means we have a second set of MPPs we can draw of for free that is a mere 10 ZAR (1 zone) away. We station a eSAAF MU each of these countries (Brazil and XXXX
😵with a minimum membership requirement. This allows South Africans to join and leave at will to effectively focus damage while handing out candy and 'zookas.
Reduced Regions
Reducing our regions to the minimum we need for full NRB is not the same as a merger. It is, however:
A. a more efficient use of our resources by generating an income instead of letting our land lay fallow. I would gladly support our expansion if there were a practical way to gain new resources without locking us into a pointless war we cannot win.
B. a subtle diplomacy that brings communities closer. It cannot be denied that Brazil and South Africa are closer than anyone ever dreamed as a result of being our tenants. What harm comes from introducing another country into this mix... you can never have enough friends in the eWorld.
C. a tool for elections that maintains the gold we generate while focusing the number of votes in a region. Its only disadvantage is that each party need run 36 instead of 35 candidates per party to prevent PTO candidates getting in.

As a matter of course, every party should run all its membership as anti-PTO practice. Those not eligible for election can resort to a blocker avatar (party logo is a good default) to indicate who not to vote for. Our democracy is thus secured by enabling party presidents to do their job, and our activity increased by simple participation.

the only people this will bother are: (1) RL SAffers who have emotional attachment to those regions.
(2) ppl who are against renting regions to anyone at any price out of some foolish belief that more regions == more "power"
(3) PTOers who know that more regions == more congress seats to defend each month = easy PTO.
Lets rent all the regions but one and give the proceeds to ALL the members of eSA not the bank. That way we all can grow rapidly. We will only need a few MPPs for noobs to fight in. The rest of the military are out of country alot anyway. (maybe a new platform for a CP run, just maybe)
I have a feeling Miyagi will never let the whole "merge with another country" thing die.

wingfield, you are just plain wrong about this. not about this plan. about the need to maximize congress at the expense of security. We need to manage the size of congress to ensure that people that truly have South Africa's interests become congressmen, rather than foreign newbies and multies looking to turn SA into a puppet of another state. Perhaps you remember the Hungarian PTO?
Who determines what are truly eSouth Africa's interests? Certainly not a restricted and undemocratic Congress. I will not be a part of this defeatist mentality.
Not once does it mention and undemocratic congress. And never as MoS have I put my party over anyone other. For some people congress is a huge part of the game. It really isn't we (collective we) in eSA have added extra layers outside the game that are not supported in game. Just like the cabinet. Heck with 30 or more congressman you will be lucky to get 2/3 to even check the forum for what votes are coming. "Who determines what are truly eSouth Africa's interests? " Wingfield someone's platform should explain the congressman's goals then the voters should choose. Not sure 30 or more congressman is restricted.
My CP and I have no idea what this is about, as nobody has mentioned it to us.

Did not mean to cause confusion. This is me thinking out loud... outside of congress and directly with the voters. What we chose to do or not is a long way away - and needs ratification by government and all parties concerned - but it opens the box for new options, a different path to elusive success.
@ Wingfield - this system is not about rigging elections, but rather about a simple way to make them free again.
Each party has a maximum number of candidates it can field, after which the PP gets to chose the order and names. These are in-game rules. Unless this limit is reached, PP cannot control who runs... opening hte door for last minute fly-by-nights and PTO types. So Democracy for dummies:
Step 1. Fill all the spots with party members to prevent PTO candidates.
Step 2. Have those party members not running change their avatars to blocker pics. This means you now can strategically field all the candidates you feel can get voted in without creating a PTO vulnerably in your party.
Step 3. Have a free and fair election where every candidate is either a legitimate or a blocker to fill space.
Step 4. Democratically elected congress.

We absolutely cannot rent Gauteng. If we only hold one piece of land, let it be Gauteng. That is where half of the internet users in RL SA live. We NEED to hold onto Gauteng.
Nope. Last week I was lobbying for a TW to boost activity and growth... that got rejected for fear of Indonesia by Congress in favour of cowering being the paper wall called KZN.
As to Gauteng, Hamilton, we generate perhaps 6 new players a month for all of South Africa. And I am not sure half the RL internet users live in Gauteng even though it is 22.39% of the population - its actually the WC (10.45% of RL pop):
