[MoD] Guidelines for Fighters and Pilots - Companion to Medal Runs

In order to maintain a respectful and inclusive gaming environment within the eUnited Kingdom, the Government and Congress have agreed upon guidelines for fighters and pilots to adhere to during their medal runs. These guidelines aim to ensure fairness, sportsmanship, and a positive atmosphere among all our pilots and fighters.
This article will serve as a reminder and includes some revisions which the Government would like to put forward to Congress.
Medal Run Respect
Fighters and pilots are expected to respect other UK players’ medal runs, with a particular emphasis on giving due recognition to newer and weaker players. Currently, the guideline specifies respecting the first player to reach 80 million in Division IV and local divisional fighters' claim to a medal for completing their daily orders in Division I, II, and III. In the Air Division, the focus is on respecting the first player to reach 30k on the winning side and 20k on the losing side.
The established medal run levels are designed to provide newer and weaker players with an opportunity to earn their share of medals in our coordinated training wars. Where possible newer player medal runs should be respected by more powerful players even if targets are not met. Recognising a level of common respect is vital to creating a more pleasant gaming atmosphere for everyone.
Medal Run Strategy for Air Rounds and Division 4 - Advice for newer / weaker players
Avoid peak times - Periods of high player engagement is likely to require the most optimal timing of medals runs, i.e. from round start as stronger and more experienced players will deploy in an empty round earlier during these periods. It is also likely that strong and more experienced players will have identified and targeted rounds soon to start if all other active rounds are already occupied.
So look for periods with lower player engagement. These moments are ideal for medal runs as there's less competition for achieving high damage in battles. The early morning tends to have fewer active players, making it easier to secure top positions in battles and earn medals. So consider shifting your gaming schedule to participate during these off-peak hours.
In addition statistics indicate that you have over double the chance of having a medal stolen if you fight on the winning side, so you would be better to focus on the losing side, while doing at least 51% of the damage on the winning side.
Plus appear to be online at the end of the battle, even just logging in without checking the battle helps increase your chances.
Medal Strategy for Division 1, Division 2 and Division 3
Maximize your fuel by hitting on both sides of a battle, as this uses one fuel and to get medals on both sides you could get 77x4=308g in a perfect week.

Addressing Unfair Medal Runs
If any fighter or pilot believes they have been unfairly denied a medal run or their medal run has been compromised, they are encouraged to report the incident. To report such incidents, contact the Minister of Defence or the Country President, providing detailed information including screenshots as evidence.
Reported incidents will be thoroughly investigated. If found guilty, the offending player may have points awarded to them, if a player collects sufficient numbers of points their Government subsidies may be suspended and they may be placed on an open season list with a bounty against them.

Points Based System for Overhitting and Sniping and Open-Season List with Bounty
Overhitting or sniping occurs when another player surpasses a UK player who has achieved 80 million in Division IV or local divisional fighters' claim to a medal for completing their daily orders in Division I, II, and III or 30k on the winning side and 20k on the losing side in Air during a training war.
Government reserves the right to suspend the points based systems in training wars if the overall campaign needs fixing.
Terms
Overhitting - doing more damage than another player at any time in a battle.
Sniping - hitting in the last mins of a battle with the intent to take a SH/BH from another player.
Reclaiming - overhitting a third-party or ‘open-season’ player to win the medal.
Accruing Points for Overhitting and Sniping: Combatants who overhit will accrue 1 point, and those who snipe will accrue 2 points.
Penalties for Accruing Points:
1 Point: Reminder of Guidelines
2 Points: Disqualified from Rewards/Subsidies
3 Points: Placed on Open-Season List with Bounty
6+ Points: Final intervention by Government potentially leading to being permanently listed on the open-season list
A point will also be removed each time a bounty is claimed against the offending player or at the digression of the MoD.
Appeal:
Fighters and pilots who have their Government subsidies suspended or have been placed on the open-season list have the option to appeal. To initiate the appeal process, contact the Minister of Defence or Country President.
Open Season List
The open-season list will be available for any eUK player to review and claim any available bounties from (bounties will start at 20k)

Worth a trial for some of these changes but there seems to be some confusion between 80m/100m for d4 in some of the segments

I can't see anything here about having to overtake someone already sat on 80k who is supposed to be on the winning side when the opposition have done 250k so you hit to take back the win on the round to secure the round... that isn't overhitting, nor is it stealing the BH... that's hitting to win the round that is supposed to be being won, and needs to be recognized as a separate category.
Following the above rules we would then lose that round. If someone hits over the euk and is not of either flag then it's a legit "open season" reclaim.
So, we're in the last round, about to lose because every D4 round and Air round people followed strictly the "no overhitting"... and Croatia gains that territory (because they ALWAYS overhit!!). No no no. That is just wrong and asking for rogue elements in our TW partners to have fun at our expense ("You know they aren't allowed to overhit? Oh goodie, let's have some fun!").
This needs to be amended for where if we are supposed to win a round then a person is allowed to out-damage the opposition.

I notice that since I pointed out the logical flaws of not defending against the opposition overhitting on their own side the exec have gone very silent.
Is it really the view that we let the Croats and the Bulgarians (and a few others recently too) continually overhit on their side and just let those rounds in battles lose? Can people not see the problem with this with it happening regularly in D4+Air? Maybe those of us who will never let the other side win something they are not supposed to win should just sit back and see a few of these battles lead to unexpected changes of hands in those regions, eh?
This feels to me like those of us who do stop the battles going the wrong way on the regular are going to be hanged for doing it, and yet if we weren't doing this on the regular there are quite a few battles of late that really would have gone to the "losing side" and caused a switch of region ownership!!

When did we turn into a bunch of pussy no-brain Farmvillers? Even when maximizing medals for people there still needs to be the common sense of "if the other side were supposed to lose" then we need to make it so they actually lose 😃

80K is too high for any new members of Div 4 to hit. It literally just promotes heavy hitter's so they can hoover as many medal as possible. It does the opposite of its original purpose.
It would be great if this were to apply to the current Minister.

Oh, I know, many of those I see having to overhit to counter the croats and the bulgs are in the exec... maybe it's one rule for them and another for everyone else?
Why the sudden panic? We have been running TWs like this for 6 months, that is why we are allowed to win?
No sudden panic - it's just that this article leaves no room for protecting our regions against overhitting by the opposition - something that sensible people have been doing for ages and that you are now basically "outlawing" with the above.
