Looking for Weapons Contracts!

The Ministry of Defense is looking for companies to supply it with weapons (and possibly tickets). Prices must be below market and be Q1. We will buy based on lowest price (ex. if someone is selling for 6.7 and the other is for 6.9 we will buy up the 6.7 first then the 6.9). All of these purchases will be on a contract basis.

If this is a government contract shouldn't it be whatever the most expensive market price is plus 300%?
I can see why this is advantageous for the government, but why would a Canadian weapons company want to do this?
I'm just wanting to be wiser.
@Eugene, we buy 2200 weapons a month and will only buy through contracts... thats alot of weapons.
