Hello citizens of eJapan.
Over the past few months your Country Presidents and Cabinet Members have been working hard to create a State Sponsored National MU system for eJapan.
We needed our National MU System to meet 3 primary objectives:
1.
Create a unified fighting force capable of generating significant Battle Influence for ourselves and our allies in battle.
2.
Establish a system of supply distribution that provided the warriors of eJapan the tools they needed to gain maximum experience, rank, and battle influence.
3.
Regulate and monitor the activity of the Military Units in eJapan to ensure they adhere to Alliance and Treaty obligations made by our government.

A few days ago, our new congress was able to vote on two very different plans on how to create our state sponsored MU system. They were:
PLAN A
2-3 State Sponsored MUs that operate within the eRepublik game mechanics. The MUs would be created, managed, and run by the elected Country President and his/her appointed Minister of Defense. The MoD or CP would appoint the Commanders of all the State Operated MUs.
PLAN B
A decentralized system that allows all current MUs to be a State Sponsored MU if they meet and maintain requirements by the MoD and CP. Operates outside game mechanics and requires the use of forums, forms, and other Google documents. MU Commanders are expected to operate their MUs in obedience to the MoD's objectives, agendas, and orders.

The Japan National Forces will NOT be an independent or new MU created within the game. It is a group of Private MUs that apply for government certification to be "Recognized" as a eJapan State Sponsored MU.
MUs that are "Recognized" will be posted on the Ministry of Defense Battle Orders spread sheet, which is continually being updated on a daily basis, sometimes more frequently than that.

Members of the Japan National Forces will get a daily distribution of supplies needed to fight in battles. Supplies will be based on player usage. Distribution goes to your MU Commander, who then decides how to divide supplies to the Military Unit. This provides autonomy of the MUs on an operational level.
ALL participants MUST be registered and be a member of the eJapan forum, as the forum is used as a primary tool for requesting supplies and posting "Confirmed Kills".

The decentralization system is good.
But we need a easier administration. That is a game. Nobody want to waste his time to make screenshot and fill form daily. That is not expectable from a usual member. There are many twoclikker and not only fanatics!

I don't see the problem with plan B.. It's a plan made by the socially active community(well it's the cabinet but you get my drift).. and you expect support to 2-clickers that doesn't give a damn about the country nor community and doesn't want to do an easy screencap job to get funded..
And yeah.. are you really caring about the community? are you really trying to convert the loads of 2-clickers into socially active members? or do you just feed em to support your deeds?

Geezus what's the problem with screen shots, they are there for government transparency, to show people that MU commanders are not keeping the supplies to themselves and are being distributed properly, along with paying back the members for their services. Are you against that Geezus?

I extremely dislike the decentralization idea....
Wonder why some congress people didn't vote..
I am highly displeased with attempts by a few to filibuster. I will say this: I do not tolerate such actions, and if there are attempts to drag things out or put eJapan at a disadvantage for the profits of the few, I will take extreme actions to cut problems from growing.
Auraborus, please proceed with this plan for now. We shall see how this works.

1. Is it really democratic when you have two bad opinions and you have to choose between these both? Not really, isn't it? Try to choose between beating someone up and just stealing from somebody. Both isn't good, but you rather steal from somebody.
2. It's not decentralized, if you need approval of MoD and CP, to do anything. Think about it. It's rather a dictatorship.
3. This game is JUST FOR FUN.

Shinigami...@ it was discussed and the vote was opened some days later, no one complained about it at that point so it was a valid democratic decision. People had the right to complain before and during, not after.
centralization refers to the jsdf only support so yes its decentralized....
What is amazing, is that the entire process was kept as transparent as possible. You can go look at the discussions from its inception to its final vote. I Private Messaged all the congressmen... EVERY ONE, to read the posts, discuss, and eventually vote.
Yes, there were originally 4 Plans on the table, then Sumeragi came up with a Combo plan. During the discussion phase, support only went toward the two proposals that went to vote. There was no need to bog down the election process.

If it wasn't there someone (ie. Geezus) would cry "foul play" where the money is going, how supply is being distributed, or something else. This just keeps everybody accountable.

Tbh, I see no problem with screenshots. They provide proof that there has been no foul play, and, in my experience, two-clickers who respect the state apparatus WILL post a screenshot if they want supply.

If you give people free food and tanks, chances are they will use them. Maybe not exactly where and when you want, but it's better than nothing... as long as you're not supplying traitors fighting against you. I can pretty much guarantee that two-clickers won't post screen caps. They just won't bother asking for supplies if there are strings attached.

Again, we are trying to make it transparent, fair to everyone, and sustainable as the CP and administraitions change in the future.

This has become some what of a dictatorship. This is a game this is not life let people have fun and loosen the leash a little.
My dumb ideas: Government give MU's a simple agenda of where to attack and send each MU unit supplies equal to amount of players in MU. It's that simple no need to turn this into a communist country.

After the experience of first day:
Our members don't like this "screenshot" system. I think this is a waister time for nothing.
We will do everithing to change this.
We can wait and we will accept this rule but this was NOT a democratic decission. The congress members DONT voted this system. This is a rule from our cabinet and from our "neutral" CP!

In my opinion this screenshot system wont work because I have killed about 50 enemy's today.
But in the stats its only 15(because its a new war i think)
This will mean that i have to put up like 3 screenshots a day for every war?
