PHX would probably fail if they attempted a PTO today. They can win the Presidency, but we still control parliament, their chances are slim today. Today we have stronger control, the only way they got us into the shape we were previously in was because of the multiple occupations and dramatic loss of citizenship.
As long as we keep people active and well informed, we'll be alright. We may stand on EDEN's side politically to some extent, but militarily we are neutral. Personally I think political isolationism is our best bet for the coming months.
