Strengthening our democracy
We think that our democracy can be improved. We have difficulties between what needs to be decided ingame and what needs to be decided in our community. We have a lot of rules, and apart from those the issue that parties outside the top 5 cannot run in elections ingame. Tactical voting is ingame more deciding than the amount of votes itself. Our community often can not give remarks in the congress because many do not have posting rights there. This is annoying. We do think this forum must be used for what it is designed for: a community place. So we want changes.
The ingame congress will stay. It has the rights to make ingame laws. But we propose to create a Senate for all what is about our community: state owned companies, donations between our organisations, the organizing of our military, and the formation of our government. On this the UNL citizens will decide. They choose their senate. For this we need a change of the constitution, but it needs to be changed anyway because of the merge so we can take this opportunity to improve our democracy right away as well. In the proposed situation, the entire community will decide on their properties and interests.
The constitution working group installed some weeks ago is almost ready to present a final draft in English. This will be discussed on our forum with all UNL citizens for some days. In a referendum on our forum for UNL citizens we will decide if this new constitution will be accepted.
We have the followings ideas to implement:
- A forum congress (from now on called Senate) will be elected. All parties can be active in this senate, not just the top 5 and also people outside parties can run for a place in the senate.
- The in-game congress will only make decisions about citizens fee, minimum wage, message to new citizens, money donations from the ingame state to our organisations or others, buying infrastructure, war, peace and impeachment of the president. Nothing more. Back to the basics with that.
- Senate will be for all other, non in-game issues: state companies & gold market, defense, home affairs, foreign affairs, finances and raw materials ---> how to organise the army, how to manage the state companies, which alliance, etc ...
- There will be two chairmen; one for the congress and one for the senate.
- The senate will be elected by all citizens.
- The senate will consist of 25 members.
- The senate will choose the government. The government needs to be approved by the citizens through a voting round. A quorum will be decided.
- The new senate will need to be elected every two or three months
(All parties and/or independent candidates can run for senate. Parties can submit lists. We vote on the list and inside the list on a person. All seats will be given to the lists (or independents) first with method D'hondt (same as Belgium and the Netherlands use for real life elections elections). No tactical voting, only UNL citizens of this forum can vote. If someone leaves our community, a new person from the list will take the empty seat. If there is no one left, none will take the empty seat.)
- The government will have to follow directions of the senate. If the senate does want a new government (expressed by a vote of no confidence) the senate can make a call for a new government. If in that case no majority for a new government can be found, than new senate elections will be organised on our forum.
- Congress (ingame) will get its own subforum to discuss on ingame matters.
- The president will be part of the government if it is a accepted president by our community. The prime minister will be the head of the government. The President solely does his ingame work, be formal head of our state, install senate chairman and the one who will do the formation of a government.
- A group of citizens (10% of the total number of votes in the previous Senate elections), the Senate or the government can call for a referendum. If a referendum is held, the government and the senate have to respect the outcome when a certain quorum is met (to be decided later).
Of course, all questions/remarks can also be directed to the Ministry of Home Affairs, or can be posted on the forum

Home Affairs
The government publishes everything at least in English, so more people can be involved in the discussion and organization of our country. The language in the congress will be English, as it is also the ingame language. The new constitution needs to be discussed in our community. On the final version of this constitution will be held a referendum so we can see if it will be accepted. The constitution and all official rules and laws need to be translated to Dutch and French as well. Therefore, French will be recognized as a national language in the Constitution of eUNL.
We want the United Netherlands to be protected well against political adventurers from outside our community. So all properties and organisations of our nation should be under a board of directors that is composed out of our population. If the Board thinks that there is a hostile political takeover, then all the properties will not be given to the new Congress or new president. In that case other civilians will use these organizations to work for our community.
Health & Information
The population must be clearly informed that a high wellness is an important value for our economics and our army strength. Specialisation in a skill (land, construction or manufacturing) is a key value. We will publish the collective labour agreement weekly so people will get a proper wage and companies are informed. The benifit of houses will be promoted.
Media & Recruitment
It is important to promote eRepublik in real life Belgium and in the Netherlands on various fora. Several topics on the forums will be updated. Also in media like newspapers and magazines, we must try to promote eRepublik. This is not only a task for the government, but many need to be active in this field by joining the recruiting working group.
Our babyboom website must start working and be promoted, because it can give more citizen and it can provide extra income for eUNL, with which infrastructure can be bought with or finances our MPP's and our upgrades needed for state companies.
Foreign Affairs
We would like to welcome more ambassadors, both representing our country in the rest of the world, as well as foreign ambassadors on our fora.
We want good relations with our neighbouring countries France, Germany, the United Kingdom and Sweden (for Sweden we will wait to see how they manage their new foreign policy). Especially in regard with economics and politics.
We want eNederland to have clear profile as a member of PEACE. On the Peace forum, we must operate. We do not support imperialistic actions of PEACE members. We do support the attack on USA, because that nation did not only threatened our nation, but many others.
Defense
We want an appropriate budget for the Ministry of Defense to prevent a lack of NLG in the state coffin. When this budget is established, Economic Affairs can see if it fits the total picture. In this budget must be room for the training war to continue, if the war with USA & Canada is ended. We want to raise the budget somewhat so we can send more divisions if needed. Also, the Ministry of Defense must, in case of war, provide a good explanation to the soldiers on how to increase their wellness instead of lowering it (hospitals). We are in favour of the new army structure in language groups and in strength and other possibilities.
Economy
We want an active government in the economic field. This implies that we are actively engaged to maintain a stable gold price preferable at 1 NLG is 0.016 gold. If export desires a somewhat lower wage in some sectors than it must be like that. It has many advantages to have a strong currency. If our currency becomes less all workers loose income and that will harm our GNP. Also all companies will pay more for the import raws oil, iron, diamonds and wood. Another benefit is that we can print NLG ourselves at low costs and all NLG in the world (mostly in the hands of our citizens) have a higher value.
Dutch Hospitals is a priority for us. Dutch Hospitals is a major source of gold and it strengthens relations with the countries to which we deliver the hospitals. It must be also examined whether we can reopen Dutch Forts by renting Dutch Forts to a partner.
Companies should try to cooperate so more and optimal staffing (if necessary by inactive) will be achieved. The companies will have no more and no fewer employees as the optimal number.
Specialising in skills will be promoted. In the training companies people can only work on their highest skill. If they try something else they will be fired.
We will work to improve the Collective Labour Agreement and it will be translated from English to Dutch and French.
The tax change to 14% income taxes, high import taxes and VAT on 1% seems to work fine. We will evaluated it to see if improvements can be made.
We will work on to get more houses available for the public.
If possible within the budget we will see if another Q5 Hospital can be placed in a region with no hospital or with a hospital of poor quality.
Raw Materials
The Ministry of Resources will repeatedly promote its ministry that acts not only for state-owned enterprises to purchase raw materials, but also for private companies. For a country where grain is the only good natural resource this is needed badly and helpful for the new companies.

With all due respect to Pander Sols and his past record as a former Congress member but why is he in the government and heading an important ministry of state?
My understanding of Parlimentary convention is that ministers are required to be elected Congress members before being eligible to serve in the eUNL government. Am I wrong? If this precedent is to be set then a dangerous pattern may emerge where the President, and leading party figures in the Congress, may appoint friends to ministerial posts - without those ministers winning a mandate from a section of the eUNL electorate.
In addition to those arguments, Pander Sols is a member of GLD, so why is he listed as independent? Perhaps a tacit recognition that he was never elected by a popular vote?
It is not required to be elected as a member of congress. We have had in the congress discussions about it. In the old constitution only requirement is being a citizen. Our nation have had those kind of ministers before. The coalition searches for ministers and want the best for the job. Pander Sols is set as independent because GLD itself is not in the government. Sander Pols is choosen because he proved to be a good minister and he agrees to the coalition program.
Actually there are even more who aren't elected members! Ok - we have a President who is head of government; so he/she can appoint who they want to whichever position they desire. So why do we have elected members there too?
It would seem we have some hybrid Parliamentary democracy/Presidential system - one that isn't fully accountable to the Congress or the electorate because some members are not elected.
