[Game improvements] Training wars for BH medal

I read one of the Fremenu's comic news about how hard and frustrating for new people is to get the Battle Hero medal.

I was wondering how complicate is to create some training wars (maybe between Adminlandia and rest of world ;O) in which you can fight only if you don't have already a BH medal. This way you can encourage people to spend some weapons and tanks and hope they could be better against people of same condition, not against BH's medal hunters.

PS. Not interested in such war, I already get my BH medal. But maybe if the idea is successful, there will be CH wars ;O)

good idea, but unsustainable...we`ll never be able to stop citizens which already have a BH medal to fight for another one...

If this happens, people who don't have a BH medal won't fight for their country or alliance anymore. So, the wars between countries will be affected.
