I have stumbled upon some chat logs that clearly indicate the v2 of the New World launch.
The launch of v2 is the same as the end of the v1 world, and according to the trans cripts I've got, where 3 erepublik staff persons where bragging about, it coincides with the mayan end of world.

The end of v1 New World.
Also it seems that date will bring us the end of the World, the alpha version, that was here before the BETA!
