California and on a lesser extent Texas are primary targets for attack due to their strategic resources. By providing Q5 defenses our enemies will have to pay more financially to capture it, and it'll give us an advantage during invasion. Some will argue Q5 defense pads are too expensive, that our funds should be diverted elsewhere especially now during this war. I however disagree. Q5 pads have to be manufactured, jobs are created, salaries are earned, taxes are taken. And with the costs our enemies are forced to pay, as mentioned before, really do pay for themselves if placed strategically.
California should have been a fortress instead of New Jersey as New Jersey holds no significance in resources. I would even be in favor of making California and/or even Texas (when we get it back) as our primary fortress replacing Florida in the future.
When we lost a significant number of states + our high valued regions, our economy plummeted. Inflation took the market for a ride and we barely held on to fight the enemy. If our population had been placed on a more strategic state like California over Florida or New Jersey we might have been in a better position. The enemy did not dare attack Florida for a reason. Our deep population makes this state impenetrable, now if we had resources on top of this state we would have had a better situation. Luckily we held on, but next time may be different.

More Military and Org Funding
Better organization and fund allocation
This is pretty self evident, the military needs more funding. There are RW orgs that need funding. We're getting better at it but there is always room for further improvement. Then there are some unnecessary rules (like the military kicking out officers for free speech violations) and programs that hinder our capabilities.

Ways to gather more funds?
I'm in favor of taxing the use of the courts (including those done in the name of lulz) in the forums as high as perhaps .1 gold per day in order to cut down on frivolous lawsuits (see the list of Ajay Bruno cases). Id also like to see congressmen donate gold to a chosen charity for every proposal made in Congress.

Should they ever wish to become neutral and renounce PEACE we should support them
If they are attacked or forced to be pawns in a scheme that is not in its best interest (see Japan) then they need to know who is willing to fight for their freedom. It may look like a waste of time in the short term period, but it can have game changing events long term

A long time ago, when Russia was liberated from Romania by Indonesia and Hungary. They made a promise to return all Russian regions once Russia's population reached a certain threshold of 3,000 citizens. How many citizens does Russia have now? Who still controls Siberia?
These kinds of facts should be pointed out on a daily basis. If we're ever going to drive a wedge inside PEACE we need more active PR rings in foreign countries. We need our version of Zoli.
Taxes
Taxes are at a all time high but with our current situation are necessary. We're still on emergency crisis mode since the invasion. We still have occupied territory, and we're still fighting for our lives. But the very moment victory is ours we need to give the tax payers a break. I will be one of the first to propose a drop in taxes in all sectors when the time is right. but until then we need to continue to bite the bullet.

Some of these goals may not seem realistic now, and perhaps all these goals may never be attained. Yet until PEACE capitulates and ends its Imperialism we cannot rest until their defeat is absolute. Thus these goals must not be denied.

Where to start:
1) Taxes are not at an all time high. Income tax was lowered this term across the board to pre-war levels of 20%. Also, how do you propose lowering taxes further and increasing funding to the Military? It doesn't work that way and the programs you propose cutting are both minimal costs to the nation. They would not cover an increase in military funding.
2) Congress does not in any way control how the Military functions, all that Congress controls is funding. Congress does not interfere with Military discipline measures. If you're suggesting that Congress should withhold funding because of a disagreement over "free-speech" issues with military personnel, you will stand alone in Congress. What states are you willing to sacrifice when you cut their funding? The public should know.
3) The Red Cross (or gifting program) was just re-started to try and help new players be able to get high enough wellness to fight and thus get to 100 wellness. Good for fighting and productivity.
4) Meals on Wheels is perhaps the most successful government program and is run for minimal costs.
5) Placement of Q5 Hospitals has been discussed in depth in Congress. It would make little sense to put a Q5 in Texas, before putting one in either Tennessee or Pennsylvania to protect our high wood regions to ensure that we have the natural resources to rebuild.
Jasper covered most of it, but I must elaborate since I'm the Director for MoW. Cutting our funding would be useless since we haven't requested funds in over 6 weeks now, and we work under budget as it is. MoW often donates excess money back every month; read the MoW reports on the Congressional Forums.
Just to add in there, Meals on Wheels has a retention rate of around 70% at last check (as in, 70% of MoW recipients make it to Lv14 or beyond) compared to the 30% or so that is the national average. How is less than 30g per week more valuable than 40% of the new population? If you can honestly place 30g per week over 40% of the new population, then I'm not sure you deserve to be in Congress.

1) I said taxes should be lowered AFTER we have liberated all our states and we're in a relative peaceful world. The current taxes should remain the same until then.
2) Where did I say congress should withhold funding? I just said policy and regulations should change to encourage a more efficient system.
3) Newbies can fight once and heal using a hospital in Florida. Gifting them is a waste of the tax payers money.
4) Teaching the noobs is of course a good thing. Paying for food when wellness can be recovered by fighting once and healing at the hospital is the most cost effective way since it is free.
5) I disagree, as high valued oil is more important then high valued wood. Also California is doubly more important.
1) Taxes are fine where they are, now and in the future. We need a large reserve of funds so that we have them at our disposal in the event of another war.
2) Withholding funds is the only recourse that Congress has over the military. Congress does not set military policy.
3) Many new players have trouble maintaining a wellness above 40 in order to fight for the first time. This program is designed to help them do that.
4) Meals on Wheels is designed to help those who just started, prior to the point that they can fight.
5) I've never argued against putting a Q5 in California, it's our only dual high resource region. I'd rather see other high resources secured, not the same ones. The more Q5 hospitals that we have, the more spread out our population becomes. That leads to weakened defenses in our "fortress" states.
Thanks for the debate though. I didn't intend to hijack your comments section, I just had a few points that I thought needed clarification.
For the record, I think Rick has shown a great temperament with this debate, never taking ideas personally. A lot of people come into Congress with misconceptions, and the US survived them all. It's honestly the temperament and desire to work together to understand the issues that's the most important thing and I think Rick is very qualified in those areas.
1) I think that's a difference of Ideology. I believe lowering taxes would create a healthier market, which would mean more activity and more taxes collected.
2) You can change military commanders if they decide not to listened to the president and a united congress.
3-4)If the noob is below 40, of course. But ive talked to a few people in the past who received aid when they had a 50-60 health. I just want to make sure funds aren't used like that.
5) Right, that's why we should never have more then 2 states with Q5 hospitals.

I have to agree with Jasper on the first 2 things.
1) The military spends a lot in operational costs
2) Congress has little power at all in military arenas. Most of my
second term consisted of donations.

I am less inclined to support meals on wheels than ever. People need to be smarter about wellness and work on it themselves. We waste way too much money on people who will quit in a week, or don't know what to do. Mentorship program is key.
