[NHS] Changes and Thanks

Hello peoples,
My team and I have been coming up with changes that will make the NHS more effective for quite some time now, and we are ready to implement some of these ideas.
Changes
Lowering the Level from 30 to 28
Give the recipients Goals so they can become more active in the community, and become self sufficient
Lowering the amount of food from 500 health to 400 health, with extra food given for completing goals
Expand our mentorship program to help the recipients
When will these changes take place?
For those who are currently in the NHS and above level 28, you will keep receiving food until October 10th, then you will be taken off the spreadsheet unless you give reasons for needing the food.
We will be lowering the amount of food given out on October 1st
We will start trying giving out goals on October 1st to help them become self sufficient

i see why it's necessary but i don't like all these changes
Which ones do you disagree with? Just interested in seeing it through your eyes.
Lowering it to 400 but as along time supplier and previous MOH I can see why especially now it's necessary, I'm trying to set myself up to produce more food to do regular drops to the NHS, as will the 500 we sent plus the possible 320 a lot produce they can become better faster, especailly when you see some getting 50 to 100 Xperia increase compared to those 5 Xpers
Hopefully if the prices lower we can bump it back up to 500 health

I was not made aware of your ideas until a few minutes ago.
this just reminded me to donate food, admittedly its a shame we can't keep donations higher etc etc but it seems plato is desperate to push the cost of food up, give it a couple months and i'm sure there will be more food around to bring cost down
