Victors money printing cancelled by admins

Due to a new rule in erepublik, Victor's proposal to issue 2 billion IEP has been cancelled by the admins.
George Lemnaru stated in a forum thread (http://www.erepublik.com/forum-topic-63961.html):
"Hello guys, the proposal was canceled by the admins as it didn't respected the new rule of issuing less than 100.000 currency in a month."
So far this month Victor has printed 41500 IEP.

Everybody got a lot of hate vent out of their systems, and the proposal was cancelled.
By comparison, 58500 IEP looks like small change and a more proportional retaliation against Ciaran\'s tax. Everybody happy!

rule was not fair anyway - any game rules should be announced before they are used and not after. this one was announced for V1 not beta. the rule might be useful but it should be introduced properly.

when was that posted? I don\'t think I saw that at the beginning of the month so that it would be \"starting from this month\". In order for that to be ok the announcement should have been made somewhere before August 1st.
So when would you say it would start then? It means that they will be enforcing it immediately, just give it up.
the proper way to do it is something like this:
- announce a rule: something like: starting the 1st of September the following rule will be enacted
- announce a punishment: those who break the rule will receive this.
- start applying the rule at the above mentioned date, not earlier.
making rules on-the-fly is not ok
I understand that this rule has it\'s purpose and that right now it\'s good for you but I think all rules should be known from the beginning. Players should know what they can and can\'t do when they start playing. Or if this is not possible then at least announce rules so that players can alter their play style to suit the new ones.
