Roleplay in Congress - Banning the Beorn, Saving the Leo Inside

Today, a vote in the eCanadian Congress banned Dr Manhattan/Maximus/Sabzii/Beorn forever from Congress by placing him on the Congressional Black List. Should he return to Congress, all other members of the party with which he is elected, are also banned for the term.
What did Beorn do to merit such harsh punishment? He made a proposal, while foolish, that was done in good faith to pay money due to Congress's equally monstrous banning of the members of Canadian Prosperity Party from Congress for two weeks and forcing the party to pay a fine. (But this is the topic of another article)
For making this proposal, Congress has felt the appropriate punishment would be to (of course) ban him for life! Sweet justice! While Beorn is banned for a perceived troll proposal, ACTUAL traitor Leo Balzac who leaked Closed Door Congress information, was not banned when a motion was brought to put him on the Black List. In fact, not even enough Congressmen had the motivation to vote to even reach quorum!
Whatever your thoughts are on Beorn and the nature of his proposal, does he deserve permanent removal from Congress and Leo does not? I realize that in 6 months, if 66% of Congress agrees to it, Beorn can be resotred, but this is just as stupid.
The Black List, while well intentioned and actually inspired by Leo's actions ironically, has become a tool that is only going to be abused even worse further down the road. Even if at some point Leo is placed on the list, it still does not hide the fact that the Black List is already being abused and will continue to be abused. I call on Congress to REPEAL the Congressional Black List immeadiately. Enough with this role play of banning whomever you choose no matter the severity of the crime. Let's get to work and stop trying to cut everyone else off at the knees.

A person becomes a congressman...they are a congressman. Unless a judicial module is added then any blacklist is theoretically...bollocks.
but they are unable to vote on laws which will determine what get's proposed ingame.
The list punishes the entire party if the blacklisted person ends up on the parties congressional list in the future.
Only the public can punish an entire party by way of votes/exodus of members preventing that party from having congress.
Any vote that requires a congressman's approval a congressman can vote upon. Once elected they are unaccountable.
So Dr Manhattan gets on the black list for a harmless joke and Leo Balzac does not get on the list for sharing war plans from CDC with the intended target enemy. Amazing.

I have abstained from both votes (Beorn and Balzac) because I don't believe such punishment is needed for the time being.

So precedence has been set that if you can get enough support for it, you may perma-ban people from the forum Congress. Not from the Congress in game, but the forum Congress that we struggle to get people to use. I find it really funny some thought that this would actually deter misconduct verses now giving them licence to truly act outside the bounds of imaginary authority that the forum Congress tries to create.
Now why would a banned Congress player ever respect the wishes of the forum Congress and two, why would aspiring politicians wish to participate in a group that they could be so summarily dismissed from.
It's fascinating to watch the forum destroy itself through it's own hypocrisy and process, while continuing to prove that you don't have to participate in the eCanada forums to still participate in eCanada politics.
If the major party ran Dr Manhattan at the top of their list what would congress do? Exclude the majority of congressman from the forums? Who would that hurt?
I think new people need to be congressmen, maybe that might help. Not knowing anything about it I can't really comment on what was done.

Quorum was reached because "new" congressmen didn't bother to vote on the forums. Not saying "old" congressmen did so either. Both sides are to blame.
This is nothing you should see the bullshit in the Australian Senate where political parties think they can set foreign policy against the CP. If every country in the New World worked like that there'd be anarchy. Only in the Commonwealth!

If you honestly believe he did it to try and pay the money he owed you're a bigger fool than I thought, and will wonder how you have remembered to breath for so long.
This is my post from the forums with my reasons for starting the vote:
Last month when he proposed the issue of money he received a 2 day de-masking and was told that if he stepped out of line again he'd receive the maximum punishment.
He acknowledged the warning and said he would follow the rules.
During that SAME TERM he proposed the impeachment knowing full well that I would stand by my warning.
While still banned for the de-masking associated with the impeachment he decided to be "cute" and proposed paying for his portion of the CPP fine out of the country's coffers.
The three proposals ARE NOT separate they are in fact all intimately connected and are a clear indication that this player has no regard, respect, or intentions of following the rules that we've all agreed to play by within the confines of the meta-game and these forums.
The decision to propose him for the Blacklist was NOT a snap decision, nor was it simply targeting a player that I "didn't like". I weighed all of the information, balanced that against the purpose of the Blacklist, and moved to add his name.
If people don't agree with me or the outcome of that weighing of factors, that's fine. That's why you get a vote.
Also, just for the sake of full disclosure, when I gave him the 2 day de-masking punishment for his illegal "Issue Money" motion in game you criticized me for not being harsh enough with my punishment.
The punishment doesn't fit the crime. He annoyed you, that much is clear. You acted out of anger, that much is also clear. Twisting a law meant to protect the security of the country, that stain of misjustice is on you.
What I am really curious is if you will be remembered as the Speaker who fell the first domino that killed the forum Congress simply because you lost your temper.
The idea that I somehow did this out of anger, or as part of a personal vendetta is laughable. In order for there to be anger, there needs to be some degree of emotional investment and believe me when I tell you there absolutely is not in my case.
He broke the rules repeatedly, and showed no remorse or intention to change. He is a recidivist, and is being treated as such.
The name of the person who did it absolutely doesn't matter. If anyone else had done what he did they would of found their name up for a vote the same way he did. My record on this speaks for itself.
The rules are the rules. I may not agree with some, but I'll do everything I can to enforce them all. If you don't like a rule then change it, and I'll be more than happy to enforce that version instead.
I criticized you because I do believe in Congress bans for infractions like that, but I am a reasonable person. Beorn may have annoyed you but I do believe he did not intentionally try to piss anyone off this time.
Just because you do not like Beorn does not give you the right to permanently suspend him from Congress.
I actually don't dislike Beorn. He has his moments both ways. Sometimes he's funny, and sometimes he's annoying. I have no ill will or bad feelings towards him at all.
He may not have tried to piss people off, but he was trying to be cute and a smartass, and not for the first time in a relatively short period of time.
He also isn't permanently suspended. It's up to a maximum of 6 months and can be overturned at any time. If he showed any sort of remorse or conceded to knowing what he was doing and pledged to stop doing these types of things in the future I would have no problem starting a vote to overturn the ruling tomorrow.

I dont mind the act as a whole. It s congress members that are incompetent or complacent or non existent that cause things to fall apart or not work the way they were meant to.
Get your congressmen off there asses then. Really no one to blame but PP's and who they elect into congress.
MDP has always had the cream of the crop as far as active congressmen compared to other parties. Its our strength and any citizens out there that want to be a part of a party that has always outpreformed with smaller numbers is welcome to join us.

If the other parties wanted something done they could have easily organized themselves to get the work done. Leo is my friend for good or ill so I would have abstained anyways. There was alot of talk from everyone and no one showed up. Blame can't be layed entirely on MDP,.
Taking a vote on an old friend like that would be hard I give you that, but still, very little input from the MDP because he is one of your own, well that doesn't seem like the best interest for Canada.

Ultimately, Congress has done nothing wrong. It is self-regulation, and any group of voluntary membership which wants to self regulate and set up codes of conduct for itself is entitled to do that. No one is forcing others to be a part of congress, and all are willing participants.
Personally, I agree with the self regulation we've enacted (the Blacklist), but I'm not so happy with how we've applied it.
eCanada can't have nice things, especially when it comes to self-regulation.
Our forums are where good intentions and half-considered legislation go to die and then come back as zombie lawyers, evil-dead judges, and the walking unbanished. The people are good, it's just the place that is ju-ju magic ba😛

Abolish the senate errr Congress
The banning of Beorn went much further than just one proposal in Congress.
Also, I found there was insufficient proof that it was without a doubt Leo who leaked the CDC, as was discussed in the topic regarding the proposal to ban him.
If I'm going to the fire lit pits of hell for voting how I saw fit as is my job as a congressman, then you'll be there with me for sending me there Auk.

Much ado about nothing. A forum ban means nothing. Beorn, if he is a Congressman can still vote on and propose laws... the fact that he can't discuss shite, privately with other Congresspeople is immaterial. Can we please do away with all this moral high ground stuff and try and enjoy the game, meta or otherwise?
