Official National Referendum - Rental of Northwest Territories

The results of this referendum are binding - only Canadian citizens may vote.
The President of the eUSA has proposed to rent the Northwest Territories from eCanada for a 3 month term for 1,200g per month. Any gold received during the current term will go to a destination of the public's choice - future CP's may do the same or they may choose to administer the funds as they see fit.

Contract between Canada and the US on renting Northwest Territories
Parties: The United States, represented by Bradley Reala, and Canada, represented by Dade Pendwyn

Beginning Date: July 23, Day 976
Ending Date: October 15, Day 1060
Conditions:
* On Day 976, Canada shall allow the US to take Northwest Territories. This will be done as follows:
1. Ireland will attack Canada and Canada will retreat the states required until Ireland reaches Northwest Territories
2. The US will attack these Irish-held territories, which Ireland will retreat
3. Canada will then attack the previously conquered regions, aside from Northwest Territories, to return them to Canada; alternately, this may be accomplished through Resistance Wars if the presidents decide so
Note: The US agrees to bear all the costs of war and returning the regions.
* The region of Northwest Territories must remain within US possession until the Ending Date of this contract. If the region is returned to Canada through a Resistance War or Normal battle, Canada must allow the US to immediately (within 72 hours) retake the region. This will be done as follows:
1) Ireland will declare war upon Canada and the USA, if they are not already at a state of war with these two countries
2) Ireland will attack Canada and Canada will retreat the states required until Ireland reaches Northwest Territories
3) The US will attack these Irish-held territories, which Ireland will retreat
4) Canada will then attack the previously conquered regions, aside from Northwest Territories, to return them to Canada; alternately, this may be accomplished through Resistance Wars if the president decides so.
Note: The US agrees to bear all the costs of war and returning the regions.
* Foreign Involvement: Canada must not allow any other nation to gain a territory with a border to Northwest Territories. This includes methods such as retreating battles and not counter-attacking after given the opportunity. This rule will be disregarded if both presidents agree that they are allowing a nation to gain a border with Northwest Territories.
* Rent: The Congressional Budget Office, acting as the official bank of the US, will transfer 300 gold to Revenue Canada on Friday, July 23 (Day 976), and 300 gold for the 11 following Fridays. By Day 1060, a total of 3600 Gold must have been transferred to Revenue Canada from the Congressional Budget Office.
* Return: Should this contract end and no other contract be signed and linked in this contract, Northwest Territories must be returned to Canada via normal battle, resistance war, or battle through a third party.

Anything other than the first word of the message will be ignored in the vote count. The first word of your message must be "Yes" or "No", or "Oui" or "Non". Anything else will not be counted.

- You must be a Canadian Citizen to vote. All citizenships will be checked before their votes are counted.
- Counts will be independently tallied by Sperry and Stephanos Primus. Explicit records will be kept of the voting. Should these records be requested by the citizens, they can be posted with names censored out. How you voted will be known only to referendum officials and the President, but records of vote tallies with censored names will be available to those who request it.
- Duplicate votes will be counted only once, votes from non-Canadian citizens or from organizations will be ignored.

***The route taken will be Saskatchewan to Northwest Territories. If the contract is accepted, all efforts will be made to ensure Saskatchewan candidates can still run in the July 25th elections, although bugs and hitches make promising this impossible. The USA will be covering the cost of all swapping expenses, including any destroyed infrastructure and the cost of all battles and declarations of war.***

I don't agree that you would officially keep your opinion to yourself. Providing direction, is, of course, a function of leadership.
In order to have an informed and intelligent voting process, people who wouldn't know otherwise should be given an honest assessment of how the rental would affect them.
I think Dade and the leadership team should at least provide that or else I'm calling them on willfully playing on the average Joe's ignorance as to what is really at stake. There's far more to it than an easy 1200 gold.
Quite frankly, I'd rather have an informed decision made via a congress vote rather than an uninformed vote by the "ignorant masses" (note the quotes, you know what I mean)

To clarify:
Referendums are not a part of the constitution, so there is no legislation that says how they must be used and when they are official or not. *However*; Dade is using this referendum to decide his response to this proposed contract.
If the public vote Yes, then Dade will use his fully legal constitutional power to rent the region. If the public votes No, then Dade will respect that decision and turn down the proposal.
Presidents are allowed constitutionally and mechanically to open wars, which include what we call region-renting. How they make their decision is up to them, and Dade has decided that he'll make this decision based on how the public votes.
That's what he means by "binding". Public's Decision = Result.

Dade is free to enter into this agreement without this voting process.
What is being done here is an act of goodwill.
If people want to educate themselves, jump on IRC or pm your congressman or read some articles, there is plenty of content on this topic.

I predict a YES win due in large part to apathy and ignorance.
Why the average eCanadian should give a crap and vote NO:
1. The rental will allow the US will dominate titanium production with their low wage workers instead of eCanada.
2. The much anticipated eCanadian Titanium Boom will now be a bust and the 40% of eCanadians who migrated as harvesters will be out of luck
3. Hard times for 40% of the population will ripple into the rest of the economy and mean hard times for everyone
4. Even when we get the region back, it means NWT will still be full of eUSA owned titanium companies - any chance they will promise to shut down and withdraw from the market?.
5. Keep all our regions especially our titatium crown jewel and allow eCanadian workers, investors and business to prosper.
6. Rent our region and the eUSA will be more competitive than us in the international market and will be the main Eden supplier. They will have 3 months to set up and grow their companies in the NWT and even if we get the territory back they will own all of the established titanium companies in eCanada.
7. The average eCanadian will not benefit one bit from that rental revenue.
8. Giving away eCanadian titanium jobs will though, depressing the job market meaning you'll get a smaller paycheck.
9. Vote NO.

Our allies are more than welcome to establish companies, hire workers, hell import their own workers etc - but the resource needs to stay with eCanada. It is one of our strengths - why would we give it away?

There are also many MANY problems with this contract. Who's enforcing the terms of the contract? Who do we have to enforce this contract should either side choose to break it? What happens when the US decides they don't want to pay us because there's no way we can force them to with open war?
There's too many "what ifs" with how this contract is worked and worded. I vote no at this time, and I would suggest that other people look at the details and do the same.

There are several mistakes in the zhought of those that say NO.
1. Look at the job market there are tons of jobs for Harvesters that are way better payed than any other Industry. I think there won´t be any problem.
2. Every canadian owner of a titanium company can use this opportunity to save up 15 gold and buy a licence for the US market. And if they are fast enough they can even afford another one for Ireland. Selling there will prevent americans from opening up too may companies simply because of the extreme high competition. Americans can at least get one cheaper licens--> advantage for canadians.
3. After we got that region back we will still profit of the companies that were founded. First because of the income tax, second because the american companies will have to provide the same wages as the canadian ones do.
4. This depends on point 3. Due to the new founded companies that will provide the same wages as the canadian ones those 40% of the population will have a much bigger choice of companies then they allready have.
So these are four arguments to counter the ones who want a no.
I suggest everyone to think about this opportunity. What whatever YOU think is best, not what anyone else says would be best.
