A question to the Minister - Day One

In Real Life, Members of the Parliament or Congressmen or Members of the Senate/House of Representatives - depending where you are, would be able to post some questions to the presiding government and its ministers with regards to the goings of the government. It is the duty of the Congressmen, regardless of their political party affliations to do their due diligence, in analysing the performance of the government. The Congress should be the check and balance for the democratic government, with the non-existing judiciary (admin!) as the third arm government.
As the Congressional election is looming, perhaps it is worth to exercise my democratic right as the Congressman for Peninsular Malaysia. Perhaps it may be worth to start asking questions again. I shall keep doing this every day - till the Congressional election. Today, i shall start of with a very simple question/topic to...
The Minister of the Social Affairs and Education (MoSAE)
Can the Minister of the Social Affairs and Education (MoSAE) release the figures and statistics on the operation of the Social Office of eMalaysia in the past 7 days, considering the grimming wellness and education state of eMalaysia (see below)?
Lopici's statistics have revealed that we have about 46 very unhealthy newbies. Our population has dropped from 2060 at its peak on the 8th of Jan to 1895 as I am writing this article. More grimming are the statistics from the eGovt website.
Of 1979 citizens, we have 330 dying (less then 10 wellness), 620 unhealthy (less than 40 wellness and therefore cannot participate in training war/hospital), 644 "healthy" (between 40 and 90 wellness) and only 377 excellent (above 90wellness, most efficient for productivity) citizens. In simple statistics, we have nearly 50% dying or needing help citizens!
Of 1979 citizens, we have 1442 Privates and 1317 citizens with less than 5 strength.
To me, these numbers and statistics tell me of one thing: our Social and Education programmes are not working - despite the hardworking nanny team led by ww88, suhaimiz and co. Our babies and our not-so-babies are dying. Our soldiers are not trained up and our citizens are not finding this place exciting/enjoyable.
So, my dear government, congress and ministers - what's your thought on this?
ps: I used to work in the Social Office under the super diligent SetsunaX. So i sort- of understand the difficulty working in such environment. Don't take my questions/critique badly, as I am merely pointing out the numbers. Let's find a way to solve this problem for eMalaysia.

What you are seeing is that a number of babies from the booms under Viktas term are dying. Considering we got 800+ babies during that period it is perfectly understandable that many of them won't continue to play the game. In many cases nothing can be done, because a number of these people log in once or twice and never return. They simply don't like the game. While we can always do more to help them than we are doing, it is impossible to force people who don't like the game to play it.
That's the biggest reason for the statistics we're seeing, and honestly, they are quite misleading. We have no set retention goal, but I think if we can keep 10% of our new citizens, we've done a decent job. Not to say that we can't do more, but there are always boundaries on what a limited number of people can do.

Most of the 'low wellness' citizens are as nevvven said, 'dying' because they abandoned the game - which is unfortunately the truth in a game like eRepublik that has low retention rate - we send them lots of PMs, but theres nothing we can do if they don't login or remember/think about the game after the initial sign up.
its okay for babies to die, we just need to continue getting more in my opinion. Babies WILL die, not because of bad gifting/wellness programs, but because they just dont want to play the game anymore. if that happens, it is better for them to die a newbie then to become a 2 clicker i would think.
Thanks for the constructive comments. Indeed, we cannot do more if babies are dying of boredom, or not even replying to PM. But our retention rate, which i now estimate around 2-3% can certainly be better. Many of the unhealthy citizens are just not educated nuff about maintaining 90% wellness?

dying babies did not do any fault and I am sorry to say that, but IT IS OUR MISTAKE, we just send invitation for them and ask them to sign in and play, the main thing is that we educate them before they sign in as I did before with my last Citizen ID, Now I found out that I have to talk about this game with my friends and then if they interested in it, I can send invitation, because most of dying newbies who do not like this game just sign in because they can not tell you "NO, I DO NOT LIKE THIS GAME"
Thanks to the MoSAE, i'm currently includes in the 'excellent' group citizens. With wellness above 90 for the past 7 days.
Just follow the tips and we can be independent in no time.
Other than government, I think other player can also give them tips how to survive in the game. And make sure did not lost tracks of them.
rather than pointing out our flaw and make us at MoSAE and the nanny team look bad...
better if you suggest a way to overcome the problem....
suzhaimiz - don't take me wrongly, I am not here to just to make you badly. but rather raising a question on a pertinent issue. Yes, we should suggest ways to overcome the problem - which is one of the purpose of these kind of articles - to raise awareness and then the debate to look for the solutions.
ACknowledging a problem is a step one. The nanny team is doing a great job, no doubt. again, you miss the point of the question as well as the question itself.

C D V. I fell you don't know that we(those who MoSAE) do our best. Most of those Low wellness guys stop playing the game...we can't do anything to that.
In the last 7 days 13 persons "called" for gifts,and all of them get it... So if you have a good plan don't forget to tell me.
Well, this is one plan i have in mind.
Assign 2-3 deputies of MoSAE to send out generic message to newbies between 30-40 wellness. The deputies should also be ready to gift and donate food/mt.
The impression that a lot of the statistics refer to quitted players are over-played here. There are significant amount of newbies hovering around 30-50 wellness. How i know? I trialed the plan i am suggesting above.
