Buck Roger South East Asia Charity Proposal
Introduction
I have had this idea of charity foundation a while ago and more recently, with my renewed efforts to rejuvenate the political party DAP, i have put forth some proposal for a party-based charity foundation. Nevertheless, as Buck Roger nicely put it as a criteria for the charity funding - a true charity should be Trans-national and alliance-blind. While the social welfare program by DAP will go forward, there is always a need for a non-partisan, trans-national and completely objective Charity foundation.
Target Market
Our position as a strongly neutral nation certainly give eMalaysia a good base for this charity foundation. However, as the title of this charity implied - the focus or rather target market would be the poor and needy citizens of the Asia-Pacific region. Ravaged by the inter-national conflicts of EDEN-Phoenix and so forth - people of neutral and peace loving nations such as Malaysia, China, India, Japan, and Koreas have suffered much. Not to mention countries like Indonesia, Australia, Thailand who have been suffering much due to external invasions, PTO and lost of high resource regions. Some nations have lost their hospitals and many had its economy ruined due to the constant battles, annexation. These typically lead to starvation (expensive Q1 food) and unemployment (no jobs) and more urgently - death of eCitizens (quitting).
The Plan and Budget
Depending on the amount of funding available, and possible future donation streams - this charity foundation would focus on two programs:
1) Blind Gifting.
How do people respond to receiving free gift? Well, in a personal level - a simple gift might reinvigorate the interest of the eCitizen on the game. However, on a more urgent basis - there are many dying citizens - purely because they could not get out of the sub 30-40 wellness problem. Before they figure out that daily food is required, their wellness has dropped below the salvagable point of 30. In my role as nanny (social officer) in Malaysia, often a time, i have encountered players with sub30 wellness - asking me for pointers to surviva. Even after 10gift, their wellness is at a sub-40 level. Expensive as it is - gifting SAVE LIVES - and that's objective of this program.
Estimated budget for 30 days: 100 receipient per 2days (10 x 5 nations) ~ 3000 gift. At an estimated price of 0.04G, this program will cost 60G. The modus operandi is simple - involving charity volunteers from each nation looking thru 'online list' for unhealthy newbies (sub level 6). Gifting will be done directly and accompanied by a generic message from the Buck Roger Charity foundation.
2) Fly-you-to-Hospitals Program
For the lack-of-infrastructure in developing Asia-Pacific nations, many citizens are born into peaceful-loving and neutral nations - but having no hospitals or training/wellness infrastructure. Some may be born in wastelands (useless regions without much population or infrastructure). Instead of moving to another country where they can participate in active wars, politics and economy, many may struggle to live in the wasteland regions and ultimately die off. The idea is target these clueless new citizens and move them to regions with Q5 hospitals and established governments that offer good education. The modus operandi is to again spot for alive newbies at these wasteland regions - and PM them with an offer of moving ticket and a real chance of survival in eWorld. Estimated budget for 30 days: 10 receipient per 2days (2 x 5 nations) ~ 300 moving tickets. At an estimated price of 0.18G, this program will cost 54G.
Conclusions
The estimated budget may be overly conservative, as the target number of receipients may differ significantly. These charity program could be easily incorporated into a national welfare system. However, past experience of government-funded program is - citizens tend to take these program for-granted and considered it a right. However, if a charity foundation-funded program - the response may be positively different.
So, to anyone other than Buck Roger who would like to do some good deeds, and yes, in particular of those rich tycoons who are contemplating retirement from the game - donate to this cause, and you may actually save an e-life today.

For Malaysia, the social office handles all gifting and hospital programs, and has moved hundreds of people to peninsula and taught them how to fight, regain wellness, and maintain wellness while gifting them to 40 wellness, so I don't think we have any local use for this charity.
On the other hand, if you proceed with setting up the DAP social welfare program, it will break the unspoken agreement for political parties not to gift/bribe new players - if there is a neutral social office why is there a need for partisan based welfare programs?
I was also told you are unwilling (quote: can't be f*ck) to turn over names of new players needing help to the social office. IMO all new players should be directed to the social office automatically and your actions could be viewed as undermining the administration of the government.
I would also like to give a small friendly reminder that there exists an agreement for political parties not to PM new players.
The last time I checked I had to give advices and redirect more than 30 newbies in 2 days time to the social office because their wellness level are below 40 and the majority of them have a wellness level of 30 and below.Lets hope the social office will do a better job in tracking and following newbie pogress under the new administration 😁

2. on your more serious accusation of my response to social office - this is the answer/scenario:
i was msg'ing newbies with low wellness to go PM social office etc, as i have been doing since a long time. all messages have no mention of party politics. and recently, i have been gifting them myself, because when they often replied my message with even further lower wellness. I msg'ed approximately 10-20 newbies a day on a volunteer basis. mind u - i m not in the govt.
after spending most of my holding gold recently, i kindly msg the social office for some gifts, because i have sent out too manythat day. the respond i got was one from a high-horse of morality. If it is that much of a hassle to get 10myr back from a tax-funded org, i rather not. which is why i said i can't be f*** to compile names of ppl i have gifted on that day.
I had and will still direct newbies to social office. but seeing the same ppl with 30+ wellness after a few days just not good nuff for me. so, please kindly drop that 'undermining the administration' bullshit.
As for DAP social program - i forget to mention - it is for DAP members only. This article IS NOT ABOUT THAT. So, please don't drag your partisan bullshit into my charity article. with that, thanks for writing a long comment.
Vikta, I have to agree with CDV here. I see no problem with DAP having a social program for DAP members. It stays inside the party. Also I don't see any problems with individuals helping out newbies themselves as long as they don't try to convince newbies to join this and that party in return.
By the same logic you shouldn't reply letters asking for help either as the grateful citizens might join your party later on.😛
What I see as a no go are these two things:
- Gifting, helping unaffiliated newbies from behind party orgs
- Helping from your private account but asking the people you help to join your party
Nagyzee, when FUP first floated the idea of gifting and messaging new players you were in the forefront being against it, with the reason that it would result in political upmanship (FUP messages new players, DAP will be forced to message new players as well). Although this is a slightly different situation, it can easily degenerate into the same results (political upmanship). 'DAP has a social welfare program', which will cause FUP to release its own social welfare program in response. Wasn't that what you were trying to avoid? And why do DAP members (usually competent in maintaining wellness) need a social welfare program for?
I do reply to letters asking help - I always direct them to the social office.
If I could deviate a little and refer to your second no-nos, can you tell me that no DAP members (or lets say, DAP leaders/congressmen) has ever (or even recently) PMed newbies asking them to join DAP?

If someone were to message the social office asking for gifts, shouldn't the social office know who is being gifted/how many people you are gifting? Or should they supply anyone that requests for gifts? Or should it just be you that gets free gifts without any record?
The social office is constantly contacting the newbies requiring gifting - they are not gifted until the social office is confident they are able and knowledgable enough to maintain their wellness.

Vikta, please stop being a hypocritical about this - just because i am recruiting some of the 'mature' newbies to join DAP now. I know you guys paid real money for the babyboom - but that doesn't mean eveyrone else can't perform its democratic roles of recruiting, mentoring as such.
Political upmanship? Fancy word. Two questions:
1. Have FUP senior members, for example those involved with the babyboom program OR social office of eMalaysia - NOT EVER recruit newbies into FUP via PM, irc or any form of inducement?
2. Have FUP not, indirectly through its members message new citizens with regards to mentoring, wellness as such?

As for your insituation of dAP evil effort to recruit members and help out newbies in mentoring and as such - few clarifications to other readers:
1. I ALWAYS direct newbies to the Social Office, on top of many other advices, Q&A and more recently even extra food/gift that i have.
2. If the Social Minister doesn't trust me enough with a couple of gifts - I dropped my request. Simple as that. As for being accountable - let's be honest here, the Social office has no accounting systems and PM gets deleted after a few days.
3. I was just being a nice citizen, helping newbies on my own account. If that's undermining your FUP government effort- it is just signs that you re not doing enough. Simple as that. If my action (as well as DAP's role as opposition party) can improve the government by pointing out its limitations, i guess it's justified.
