Their should be houses of the congress like most RL legislatives.
The upper house Council of minsters: Consisting of all minsters eg Minster of foreign affairs. It should be appointed by the President. All minsters should be congress members. Head of this house should be also head of the whole congress and prime minster and should be elected by the whole congress.
The lower house Council of representatives: Rest of the congress members. Head of this house should be elected by members of the Council of representatives only.
This will make our congress much more organised.

Come on! You should forward your suggestions in party meeting and get them on board before posting it on national media. Idea is fascinating and noteworthy but it's almost impossible to inject it in current game mechanics.
Yeah but we can do it unofficialy
The UK has done it unofficially before. If you are curious, you could ask some of their folks how it has worked out for them. Opinions are mixed.
