[MoF] Finance Sheet + Money Troubles

I’m having to use my own org because we are having trouble unlocking orgs with newspapers due to the admins. Hopefully this issue will be resolved soon. Also, we have very little to no banners for any of our ministries, so having one created for the MoF would be great if anyone has that ability.
Today I unveil a project I have been working on to better explain and track the financial situation of Canada. This finance sheet is something I hope to keep updated from term to term as MoFs come and go while making it as clean and transparent as possible so our people are able to see exactly where the money goes. Below I will briefly explain the sheet and end with my own conclusions on why we are broke and what we could do to restock.

Looks pretty intimidating, right? This is why I specifically highlighted what you need to read in green. If you scroll down to the current date and look at the first green columns, you will be able to read our daily tax flow. It’s piss poor. We are making barely 500cc a day while our occupiers make about 2kcc a day from us.
The second set of green columns is our total money. We are dead broke. I mean we literally have nothing. I have heard some talk that there may be 100k floating around between Bryan and IBB for the purpose of COs, but at this point that may be gone.
I’m going to attempt to keep this sheet updated on a regular basis so that all citizens can see what’s going on with our money. Things like where our money is and how much we have is a little harder to track and record, but I will do my best to keep it as accurate as possible.

This next tab is something I will be working on in hopes of tracking how the government spends money. I first created this in Netherlands where we had specific budgets and we had to track exactly how much is spent in order to verify we didn’t go over budget. In Canada no one cares how much is spent or where it goes. Because of this it will mostly serve as a means of tracking where the money is spent with zero accountability, which is stupid, but that’s not my call, that’s broke ass Canada’s call.
Right now it is going to be difficult to track because I have to depend on IBB and Bryan to recheck exactly how much money they spent this term and where it was spent. Because of this I expect things to be pretty inaccurate this time around. Hopefully people get on board with the idea and at least mandate that tracking how much we spend is necessary, even if we don’t set a limit on how much we can spend, which again is why we are broke.

I have also made a more official tab for donors to be listed with the exact amount they donated. I want this to be more of a wall of honor and record of those that give to our government in times of need. I also want there to be an incentive for people to donate in the form of preferable treatment, so to say. Those that donate would have an extra mark next to their name which might give them first dibs on any government programs, more say on who we war, etc. Of course this is all conjecture right now, but there might be a rewards system we could setup. I’ll have to talk to our CP about that.
Right now we are flat broke and we need money. Since you guys are making the donations, it is only reasonable that you would have a say in where the money goes. I expect most, if not all, donations to be used directly in the war to free ourselves in the form of COs and starting RWs. All donations should go to Bryan Alexander or I-Bleed-Blue-93 .
Conclusions
Two terms ago I suggested we cut back on MPPs to start saving up our money before we run out. I suggested it again last month as well. Instead we spent money on MPPs that were unnecessary and led to the situation we are in now. I’d like to say it was the government’s fault, but frankly I’m convinced it’s our utterly stupid congress. Our congress is so inept that they will vote anything in as long as it loses us money. Literally, they almost passed a bill a few days ago raising our taxes while we are under full occupation. These people not only want to make us lose all our money, but give it away to our enemies as well.
In addition to spending less on MPPs, we might need to reevaluate how we spend on COs. I have no experience on how Canada spends money for COs, but I know we blow through cash like no tomorrow. I’m inclined to believe that it is possible for us to setup smarter and less expensive COs while still achieving wins on the battlefield. This isn’t something I can say too much on, but I’m confident we can be smarter here.
Finally we need a freaking budget that the government is accountable to sticking with. Without any kind of budget, there is very little way of us from not being broke. This is something that will have to be passed through congress, so I’m practically admitting defeat before it even gets to the drawing board. I’ve already suggested a number of ways to create a budget from term to term and would be happy to rework them if people would like, but for now it’s going to depend on each government to be responsible enough to reign in their spending.

First let me say that I do not disagree that some accountability needs to be achieved. I would hope that during my term Bryan Alexander has some idea where the money went. A common criticism was that I did not act quickly enough or do enough in times we were under attack. When I'm trying to 'wake' people up at 6am, PM'ing Bryan to release more CO money to me, put up CO with what money I do have (usually my own), determining what CO is appropriate by checking the attackers CO, PM'ing alliances & friends, while buying gold to get EB's and convert to cc to provide more CO money if Bryan is unavailable AND TANK MY ASS OFF, :gasp: it is relatively impossible for me to stop and take screen shots and attempt to make sense of it all later.
I consider it amazing that the money we did have available lasted as long as it did. The donation of private funds paid for 4 of the "unnecessary" MPP's. Darkmos and I didn't have to put up our money but we did. Everyone that donated Q7 weapons and various Q food didn't have to. Everyone who donated cash and gold didn't have to. Those who think that tax revenue supplies even half of our war expense have no idea of the reality of the matter. Sometimes I wish all expenditures were tracked. You speak of putting marks by peoples names. That's great, I will stop what I'm doing in a close one to prove how much I did to fight even though we lost the battle because I was filling out a spread sheet.
IBB got handed a raw deal. He knew that going in as he was a key member of my staff and was fully aware of the situation. We need to back track to the state of affairs during the previous administration to mine. Not considering Rylde is prone to start wars (lol) certain Congress peeps decided to "Teach UK a lesson.". Yes we taught them a lesson, it's fun to wipe Canada. Stupid arrogance is why we are broke.
I don't expect us to have tracked money in the past, only what we can now. Clearly there is a funding issue if you have to go through a bunch of hoops and hurdles to get funds when you need them ASAP. It would be much easier to allow you, as CP, access to a set org with a certain amount of funds to work with in emergency cases.
I'd love to start tracking everything we can to see exactly what amounts to what. As for congress, yeah, they are idiots.

I understand it wasn't an attack and if there was any angst in my comment it was not meant to be directed at you. I just wanted to be clear on "how things work".
After the initial AS by Fyrom Bryan allowed me a tidy some which resided in my citizen account that was to be used as needed for CO's and such. I did report verbally with what was used where but had no receipts as it were.
A Certain individual in an enemy nation (or a collection of individuals led by him) is making a point of blowing through our CO's out of pettiness and spite. We cannot win battles through CO's while we are occupied by larger, stronger nations who can easily afford to out-spend us and who are being further supported financially by that one particular "person."
Because of this expensive lesson in subhuman psychology, we must necessarily slim down our MPP stack. Please be more critical when voting on MPPs. If there is no open discussion about them, ask a cabinet minister. Don't just blanket vote Yes on all of them because that's "something we've always done."
It is shameful and embarrassing that the rogue tax proposal which would have dumped money into enemy coffers was only shut down by a margin of 2 votes. Anyone who voted yes on that proposal is a traitor and should immediately resign from Congress.

Well the thing is, Canada as a nation expects to win battles. What some don't realize is that puts tremendous pressure on our coffers (we had a very good one at the start of our good run defending AS and invasions). It's just how it is, we like swinging above our weight class.
This is a good article, we should have more financial accountability, something we have lacked for a long time.
I am interested in the spend less COs to win method though, people seem to talk about it, yet I don't know what it means. Usually for smaller nations such as eCan, that simply doesn't work when you face a larger CO, it just drains. In the past our aggressive COs usually don't cost that much (Unless it's someone who matches/raises, see SerFartsalot), but I am open to other ideas.
I only know what I have learned financing two wars against Norway from Netherlands. We did targeted, short burst COs when we needed quick damage to turn a wall. We did not spend money on divisions that were quickly overwhelmed or we knew we had a huge disadvantage. Erep actually have some statistics on what alliances are heavyweights in which divisions, so we took that into consideration. It requires a very active player that can constantly place up COs at the right times to turn the wall. Perhaps I can give some advice the next time we plan on doing it.
The country is run by the donations of the few. People donate for specific MPP with countries.
Now we need 250k to actually win an RW. Start donating people.
The funds I acquired from ragalanow jadon went into funding Rylde's wars. I'm pretty tapped out.

I said this about MPPs long ago. Just saying. I can't trust my govt to use my money effectively. So, I will funnel my moolah into my mu as I see fit. Did some massive tank buys this week just cause.
